Job Description

This role is responsible for managing all HR-related activities within the Middle East & Pakistan (\'MEP\') cluster, including supporting and advising the MEP leadership team on all human capital matters.

This role sits within the global HR function is part of the Middle East & Africa (\xe2\x80\x98MEA\xe2\x80\x99) cluster which is part of overall EMEA region. This role reports to the MEA Head of HR who in turn reports to the EMEA Head of HR. This position has overall accountability for all HR matters in Citi\xe2\x80\x99s presence countries in the MEP sub-cluster, which encompasses the UAE, Bahrain, Qatar, Saudi Arabia, Kuwait and Pakistan. The Country Cluster HR Officer directly manages each Country HR Officer (\xe2\x80\x98CHRO\xe2\x80\x99) reporting to this role, as well as having oversight of multiple HR and HR Shared Services sub-functions, including Talent & Learning, DEI, TA, Total Rewards and ER. The individual must have an in-depth understanding of how each sub-function contributes to achieving the objectives of the function and can align everyone to delivering a \xe2\x80\x98One HR\xe2\x80\x99 strategic human capital plan for MEP, as well as delivering against the MEA, EMEA and global HR strategies.

The individual will have a thorough understanding of strategic direction of the function within the relevant part of the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise and related subject areas. Excellent communication skills are required in order to negotiate internally, often at a senior level. This role will also need to partner with regional HR Advisors and other HR partners. Some external communication/negotiation may be necessary. In addition to having full management responsibility for their own team, this role also has managerial oversight for matrix sub-functions, including management of people, budget and planning, to include duties such as performance evaluation, compensation, hiring, succession planning, organizational effectiveness, disciplinary actions and terminations. A key component of the MEA HR strategy is the ongoing implementation for the HR operating model , requiring a relentless focus on and commitment to continuous improvement , HR operational excellence and managing risks.

The role will provide strategic support and guidance to the MEP Cluster Head as well as the Citi Country Officers (CCOs) and sub-cluster Leadership Teams, across business, function and products in MEP markets. As such, a good understanding of the industry and labor dynamics for the relevant markets is necessary in order to contribute to the commercial objectives of the business.

This role will also play a lead role in managing cross-franchise HR strategic initiatives across the MEA cluster. These may include, and are not limited to, projects relating to risk & controls, governance, data quality, employee value proposition, compensation benchmarking and HR team wellness. Skills required include proactive risk & controls management, project management, change management, effective communication and influencing skills.
  • Leads HR function across MEP countries in the provision of the highest standard and quality of HR advice, service, processes and procedures, ensuring end to end delivery of HR governance.
  • Maintains controls environment with robust processes, in order to proactively identify, manage and mitigate functional /franchise risk.
  • Integrates and aligns HR priorities across multiple countries from a business, geographic and legal entity perspective.
  • Contributes to strategic planning and decision making at the top executive level so the organization\'s human resource strategy is aligned with other business strategies.
  • Serves as a trusted advisor to the MEP Cluster Head and MEA HR Head for complex, sensitive, and high-level strategic people issues, such as setting multi-year engagement/talent agenda.
  • Oversees the MEA\xe2\x80\x99s ongoing cultural transformation as it relates to MEP, organization design and change management and supports business in enhancement of employee engagement, implementation of diversity initiatives and nationalisation agendas, and ensures culture of ethical behaviours at an individual and collective level to nurture a working environment that supports employee psychological safety.
  • Proactively advises and influences all staff related matters as an integral part of the MEP management team as the primary interface, from a people strategy and leadership perspective, for external stakeholders such as the Regulators, Government bodies, Unions, Auditors, and the various Board of Directors.
  • Appropriately assess risk and reward when business decisions are made, demonstrating particular consideration for the firm\'s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
Qualifications:
  • 15+ years of experience, including 10+ years\' managerial experience
  • Extensive years HR experience, preferably in a global/complex/matrix organization
  • Experience of HR governance within a heavily regulated environment essential
Skills & Competencies:
  • Knowledge of MEP markets or a group of diverse countries is preferred for this role
  • Ability and willingness to operate at strategic and practical level.
