To implement all aspects of the quality management systems and site supervision activities
(roads, bridges, pavements) provision relevant to the particular discipline across the project.

Responsibilities
Site Material Inspector
  • Keep, monitor and follow up as necessary and maintain complete record(s)
    concerning the execution of the works.
  • Inspection, sampling and testing of materials to assure that compliance with the
    contract specification.
  • Liaise with local authorities for necessary approval of concrete and asphalt mix
    designs, drawings...etc.
  • Review and forward comments on material tests and test procedures ( relevant to
    AASHTO.ASTM & BS standard) including but not limited to the following tests; Soil Testing: Index Properties (Atterberg Limits, Moisture Content, Classification),Grain Sieve Analysis (Sieves and hydrometer), Compaction Tests (Standard/Modified Proctor), Strength Testing (Unconfined Compression/Triaxial Compression),Consolidation, California Bearing ratio, Permeability (Falling Head and Flexible Wall Permeameter),Swell Tests Asphalt Testing: Mix designs, Marshal Stability and Flow, Asphalt Core Density, Hot bins pulls/gradation, Extraction/gradation, Asphalt oil content Concrete/Aggregate Testing: Mix designs, Compressive strength testing of cylinders, cubes and cores, Flexural strength testing of beams, Aggregates- Los Angles Abrasion, gradation, absorption, specific.
  • Periodic inspection of the asphalt and concrete batch plants and monitor/control
    quality of mix delivered to site.
  • Carry out and witness density and asphalt content test on pavements.
  • Identify non-conforming work or materials, notify contractor and keep a record. Follow
    up corrective and preventive measure taken by the Contractor.
  • Assist in the review and forward comments on the contractor’s method statement for
    execution of the works.
  • Assist in the review and forward any comments on the contractor’s technical
    submittals.
  • Attend site technical coordination meetings to discuss contractor (s) submissions,
    shop drawings, material submittals and construction related matters.
  • Carry out the final inspection for certification of final completion and handing over of
    the works.
  • Assist in the review and forward comments on the Technical Query raised by the
    contractor.
  • Inspect the work done by the contractor(s) to ascertain that work is executed in
    accordance with the Contract Documents and accepted practise.
  • Inspect the on-site and off-site materials to be used in the project and organise field
    and laboratory tests, conducted by others, on construction materials to ascertain their
    compliance with the specifications and determine it acceptability for use on the
    project.
  • Identify potential safety concerns and inform the contractor (s).
  • Review the site progress and assist in the review of the contractor’s interim payment
    application.
  • Liaise with the RE for the effective implementation of the quality management
    systems and site supervision provision activities.
1. Project Interface
  • Assist RE in the supervision of the works designed by Atkins to ensure compliance
with the Contract Documents.
  • Assist/support the site team and the respective RE with the implementation of quality
management systems.
  • Assist the site team in the external and internal audits to ensure the effective implementation of quality management systems and work with the site team for resolution of non-conformance issues.
  • Liaise with the project supervision team, coordinate and resolve any issues of concern.
  • Review the Contractor’s Inspection Test Plan and all QA/QC documentation.
  • Inspect the works carried out by the contractor(s) and ensure the quality of the works meets the project requirements.
  • Analyze current methods of site supervision and provide recommendations for continuous improvement.
  • Implementation of all quality audits and work with site team for resolution of nonconformance issues.

  • Liaise with the Sites Quality Manager (SQM) to identify any particular QA/QC issues
  • Liaise with the Sites HSE Manager (SHSEM) to identify any particular safety issues.
4. Design Office Interface NIL
Functional Duties
  • Assist in the review of contractor’s technical submittal, shop drawings submittals, material submittals.
  • Carry out, witness all tests carried out by the contractor on-site and off-site soil, asphalt and concrete tests.
  • Inspect the works, on-site material, off-site material to be used in the project.
  • Review quality procedures and effectively implement QA/QC plans across the project.
  • Identify any particular site safety issues and bring to notice of the Contractor/RE.
Line Management / Administrative Duties
  • Update and maintain the latest revision of all project documents
  • Review and forward submittals to the project team and/or other discipline engineers.
  • Assist the project site team during internal and external audits.
  • Coordinate leave request and discuss leave cover with the RE/HOD.
  • Prepare and submit all reports and maintain project records.
