Job Description

JOB PURPOSE: To plan and direct operations, technical matters and personnel pertaining to ADNOC L&S ship management assigned fleet department (Technical - Offshore Fleet, Technical - Marine Services - Das Fleet & Technical -Marine Services - Ruwais Fleet) in order to ensure vessel uninterrupted availability, Safety & environmental compliance, continuous efficient performance, and economic integrity, while providing quality customer service, achieving commercial targets, delivering long term corporate strategies, and ensuring compliance with international and local maritime regulations and standards. KEY ACCOUNTABILITIES Technical Services Management . Manage day-to-day vessel operations and manning and monitor daily vessel movements, providing guidance, encouraging teamwork, facilitating related professional work processes, and resolving any crucial issues on vessels in order to achieve high performance standards while satisfying customer needs. . Liaise with internal and external parties at the appropriate levels, including customers, port authorities and suppliers, to ensure smooth flow of interactions. . Ensuring effectiveness of engineering standards towards managed projects, maintenance and operational activities. . Manage, develop, review and implement cost effective new technologies to facilitate efficient operations, and cost optimization. . Oversee all technical data records and drawings pertaining to all Dept. assets, ensuring they are updated, maintained & readily available for access. . Ensure effectiveness of shipping technical services strategy and set development plans in synchronization with other marine, HSE, and commercial operations department, and timely meeting strategies and business demands under uninterrupted operations. . Effectively execute set plans across the shipping technical services, ensuring optimization of resources utilization as per the set business strategies ROI's, and manage associated operational risk in line with industry best practices. . Oversee the assessment, approval of appointment and promotion of all Dept. fleet sea staff engineers, ensuring that right people are put for the right rank and task. . Manage Dept. vessels classification society and other necessary certification, by planning effective inspection surveys and programmes. . Supporting the development of Dept. vessels life cycle analysis and life extension Generic Accountabilities Project Management . Contribute to the identification of opportunities for continuous improvement of shipping fleet systems, processes and practices taking into account 'international best practice', improvement of business processes, cost reduction and productivity improvement. . Ensure all projects and modifications are implemented as per compliance with legislative & regulatory requirement including ADNOC CoP and are based on sound engineering principles in agreement with safety and environmental policies. . Prepare scopes of work (SoW) & carryout technical evaluation for all outsourced assets, resources, and services. . Provide Conceptual guidance to all future requirement shipping technical services function while developing Detailed Engineering guidelines and plans. . Provide technical support towards new projects design review and technical guidance, highlighting recommendations towards any changes/upgrades required to improve safety, reliability, availability, maximized performance, and profitability Business Strategy . Provide proposals for strategic planning in line with ADNOC L&S corporate strategy to ensure vertical and horizontal integration with other interfacing initiatives and departments across the company. . Ensure alignment of ADNOC L&S strategy with relevant documentation, with necessary approvals being communicated and implemented. . Liaise with internal and external parties at the appropriate levels, including customers, port authorities and suppliers, to ensure smooth flow of interactions. . Contribute to the overall process of corporate governance, management and corporate decision making, ensuring optimized organizational returns. . Implement the Division's Business Strategy, ensuring that Unit's overall business goals are fully supported by the assigned department. . Effectively converting the corporate long and short term plans into the Division's acceptable performance objectives in line with established service levels. Leadership . Leading the assigned Dept. team ensuring that long and short term business plans are effectively converted into its performance objectives to realize the Company's Vision, Mission with emphasis on established service levels. . Manage Dept. fleet onshore and offshore staff, overseeing their performance management, recruitment, training and development to ensure high level of engagement and a motivated work environment. . Rendering constant support to respective Vice president on Division's initiatives while implementing the overall corporate governance. Budgets and Operational Plans . Prepare and recommend the assigned shipping fleet annual budgets (Opex & Capex) in line with Unit's business objectives. . Continuously monitor financial performance vs. budget expenditure, ensuring alignment, while minimizing any unnecessary expenditures. . Provide control measures over expenditure against approved Dept. budget, ensure optimised expenditure, effective performance, and cost control. . Provide necessary contribution towards compiling 5 years business plan preparation, and implementation supervision. Performance Management . Ensuring Dept. targets are achieved in line with established annual performance management contract and set KPI parameters. . Develop Dept. performance objectives and continuously monitor mechanisms to ensure delivery of these objectives, and cultivate a performance driven culture. . Supervise collection of KPI data, ensuring all are verified and timely submitted for VP review. Organization Structure and People Development . Manage assigned Dept. shipping fleet onshore and offshore staff, overseeing their performance management, recruitment, training and development to ensure high level of engagement and a motivated work environment. . Proactively utilize human capital while sustaining on-going work practices towards meeting business objectives. . Develop knowledge, competencies and Dept. innovative spirit and supporting developed succession plans. Contract and Resources Management . Formulate and ensure effective implementation of plans for acquisition, provision and maintenance of technical equipment and spare parts on the company's dry fleet in order to ensure maintenance of adequate stock levels. . Oversee the management of assigned shipping dept. contracts in order to ensure their competence and performance agreed deliverables to achieve business objectives in line with technical standards. . Oversee the assigned shipping Dept. compliance with present legislative and regulatory requirements and forecasting future ones for timely planning inclusion and modification initiation as required. . Provide Support for identification, development and leadership oversight over specialized technical consultancy/contractor works, review and recommend services required against such contracts in line with approved delegation of authority. . Providing expertise and technical support provided by the shipping technical services to commercial operations division for complex technical/maintenance problems by supervising and participating in investigations, conducting root cause analysis and identifying solution for effective resolution via VP technical (Shipping) . Providing close liaison with the commercial operations and HSE division to interface and coordinate activities, including planning major projects and immobilization in line with VP technical (Shipping). Innovation and Continuous Improvement . Cultivate and implement encouragement of organization innovation culture, and provide support for management of change, ensuring provision of successful operations and services. . Review and report to VP technical (Shipping) the internal processes evaluation against best practices in pursuit of more efficient functional processes in order to define intelligent solutions for issues confronting the Division. Policies, Processes and Procedures . Follow-up the implementation of appropriate shipping Dept. policies, processes, systems, standards, procedures and internal controls, includes ensuring compliance with shareholders and Company guidelines in order to support execution of the Company's work programs in line with Local & Federal laws and International standards. . Ensure compliance of Shipping fleet vessels relevant certificates/licenses, established marine standards, International Maritime Organisation, flag state rules and regulations in order to meet performance targets and ensure smooth flow of operations, and propose solutions to the management on issues related to the division where required. Health, Safety, Environment (HSE) and Sustainability . Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines across the Division in line with international standards, best practices and Corporate Code of Practices. . Ensure adequate training and induction for all Division staff in HSE standards and requirements to meet HSE standards . Ensure all relevant health, safety and environmental policies, procedures and controls are adhered to so that onshore and offshore employee's safety, legislative compliance, delivery of high quality operations under guaranteed responsible environmental attitude. . Ensure all relevant energy efficiency policies and Objectives are adhered to, so that employee Sustainability (Estidama) culture is embedded in the daily operation to meet the requirements of the standard & to achieve continual improvement of the company energy performance. Risk Management . Participate and contribute in the design, development and establishment of an integrated risk management framework within the unit while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Division. . Ensure corporate business ethics and Company's Code of Conduct are communicated to employees within the Division in compliance to the Corporate Policies and guidelines. Management Reports . Ensure that all assigned shipping Dept. progress reports are prepared to provide accurate and timely corporate reports and necessary information to Company Management, and other shareholder representatives to effectively manage the business. Agencies /Classification & vetting personnel . Customers . Government authorities / coast guards QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification . Bachelor's degree in a relevant Engineering discipline or equivalent. from a recognized institution or foreign going CoC (Class 1) or an equivalent qualification Minimum Experience & Knowledge & Skills . 12 years' experience, including at least 8 years of managerial experience as a technical superintendent progressing to the rank of Chief Engineer including around 10 years of relevant sea[1]going experience or an equivalent experience . Experience in the Oil and Gas is preferred. large tankers/crude oil carriers in the oil and gas transportation industry . In-depth knowledge of Technical Services protocols and best practices. . In-depth knowledge of general mechanical/electrical engineering and industrial automation. Professional Certifications . Bachelor's degree in a relevant Marine Engineering discipline or equivalent from a recognized institution or foreign going CoC (Class 1) (motor or steam) or equivalent qualification. . Relevant certifications / licenses.
