We are currently recruiting for a Manager - Spend Review for a prestigious Abu Dhabi based Government entity. This role will be responsible to supports in steering the Spending Review process.
Responsibilities:
- Supports in the preparation of key objectives and decisions including governance related to Spending Reviews like budget circular, presentation of consolidated budget, etc. - Interacts with external stakeholders at the relevant seniority level and helps tracking the implementation of the process - Supports in defining the scope and topics of spending review - Supports in defining the yearly Spending Review calendar and how it slots into the overall budget cycle, in close coordination with the relevant teams of the Budget sector - Proposes definition and calculation methodologies for key concepts - Summarize the spending analysis, trends, key drivers, and future spending pressures. - Proposes details of spending review proposals, including their rationale, budget impact, socio-economic, sectoral, or other impact. - Support in the definitions performance KPIs and objectives of the key findings and any potential implications - Support the development of practical implementation plan with a clear milestone that anticipate required changes in legislation, administration, IT systems, and departmental resourcing and communication plan of the outcomes delivery plan/special studies and programs. - Support in integrating the spending reviews with budget process - Support in train and educate government entities of the spending review objectives and processes - Manage the team and oversees the analytical work
Requirements:
- Bachelor\'s or Master\'s degree in in Public Administration, Business Administration, Finance or Economics - Minimum 6 years of technical experience, including a minimum of 3 years in a leadership role - Experience in a public finance, ideally in the budget and cost management - Experience in a consulting firms and project management - Excellent analytical, problem-solving, and communication and presentation skills
