Responsibilities
The main purpose of the Manager - HSE job is to ensure compliance with set health, safety, and environmental policies and procedures
Provide inputs to Human Resources on succession planning, employee career growth, and organizational structure
Responsible for the selection, management and retention of HSE Project Managers and enforce policies & procedures to improve overall effectiveness of the function
Manage the development of KSA national employees across the function to support corporate objectives, Saudization targets, and promote knowledge sharing to build internal capabilities and maximize performance
Manage and conduct the affairs of the function with the highest standards of respect, integrity, accountability, agility, quality, safety, and corporate governance
Ensure compliance with the Code of Ethics policy and adoption of company values across all function employees; provide leadership to reinforce a strong people culture and ethical business practices
Enhance adoption and utilization of systems and ERP
Identify and track KPIs for the HSE team and devise plans and initiatives for improvement
Lead the day-to-day responsibilities of the HSE team in accordance with company policies and procedures while meeting the approved budget
Promote a safety culture across the company
Responsible for all HSE activities at all facilities and work sites
Support the QHSE Director in advising Executive Management on tendering and business development matters related to HSE
Implement the organization's Health, Safety, and Environmental strategy to ensure delivery of quality projects and a safe working environment
Analyze and monitor the performance of project HSE teams against schedules and present findings in monthly and quarterly project review meetings
Execute the designed HSE system and ensure its effective implementation
Ensure the maintenance of the company's HSE certifications (e.g., ISO)
Ensure periodic reviews and updates of all HSE-related processes and procedures
Support in preparing periodic HSE management information systems (reports and communications)
Ensure legal and regulatory compliance in all HSE matters
Motivate, coach, and encourage personnel on HSE matters
Support in driving HSE trainings company-wide
Identify and track KPIs for the HSE function and develop plans and initiatives for business and operational improvements
Manage the development of the company's expertise, know-how, and capabilities in safety
Ensure the Health & Safety policy and standards are maintained and updated at all times
Manage the development and execution of a Health, Safety, and Environmental strategy aligned with international standards
Ensure the HSE schedule is updated based on identified project risks and mitigation plans
Ensure HSE policies are established to minimize hazards
Ensure an effective system is in place for investigation, reporting, and cost estimation of injuries, damages, etc.
Lead major incident and accident investigations
Ensure safe methods are applied during project duties
Assist in the planning, budgeting, and delivery of corporate training
Work with all functions to identify and address major issues, including issues raised by clients
Support Personnel and Administration in reporting safety incidents, if any occur
Ensure HSE coordination with all parties during periodic audits
Manage internal and external providers of safety services within the projectse of the Manager - HSE job is to ensure compliance with set health, safety, and environmental policies and procedures
Qualifications
Proficiency in written and spoken English (Arabic is a plus)
Bachelor in Engineering, Safety studies or any relevant field; Master's preferred
NEBOSH / IOSH / OSHA Certification
Accident / Incident investigation training
Minimum 10 years' experience in HSE in a comparable-sized operation to ESEC
Experience in the Middle East is a strong plus
Demonstrated strong practical knowledge in QA/QC management, project and contractual management
Excellent communication, people-management, and problem-solving skills
Superior knowledge of audit and controls
Well-versed in international HSE industry standards
Strong knowledge of auditing and controls
Expert in HSE project and risk management
Data management and record-management skills
