Synopsis

Report to Senior Manager Flight Operations Support. He has overall responsibility for Dispatchers exercising operational control in accordance with GCAA regulations and Company policies.

• Provides direction to the Dispatch department with regards to safety, training, standards, audits, operations, technical and operational planning and ATC coordination
• Manages the Flight Dispatch budget, allocation of material, human and financial resources, policies, communication and coordination (action plans, agenda, meetings)
• Manages the selection, acquisition, implementation and maintenance of dispatch information and technical platforms
• Manages medium to long term Flight Dispatch operational planning
• Act as designated Flight Dispatch primary contact with GCAA
• Acts to ensure safe, secure and cost effective flight planning and flight watch in accordance with all local and international government rules and regulations, on a daily/monthly basis, while adhering to branch and corporate policies and procedures
• Liaises with aircraft manufacturers and external entities on items relevant to Operational Control.
• Acts as branch liaison for operational issues with airport authorities and ATC centers
• Acts as branch liaison with Flight Safety.

Accountabilities

• Manages the development, implementation and enforcement of Flight Dispatch Standards, policies and procedures and recommended practices
• Ensures that Flight Dispatch requirements are met and employees are provided with adequate training standards, tools and support, in accordance with regulations and company policy
• Manages Flight Dispatch day of flight operations, overall management of Flight Dispatch staffing level requirements, workload analysis and distribution, recruitment, selection, development and performance reviews
• Collaborates directly with the Network Operations Centre regarding Operations Control/ Operations Coordination initiatives, activities and requirements; Coordinates with Flight Operations
• Optimizes FOO workload distribution/ plans for short to long term staffing requirements
• Optimizes the use of LIDO Flight Planning application and other informational and technical platforms in Flight Dispatch
• Monitors Operational procedures and their effectiveness as it pertains to day of flight operations. Develops and implements technical and procedural changes as necessary to ensure continual improvement, customer value, efficiency and control over company flights
• Responsible for developing, distributing and maintaining cost efficient work schedules on an annual/ monthly/ daily basis considering training, vacation, competency checks, and operational requirements
• Maintains a Master List of required Operational documentation for Flight Dispatch
• Responsible for the administration of Flight Dispatch training and standards, regulatory compliance, audit and medium to longer term operational planning, inclusive of routes and airport analysis.
• Ensures Flight Dispatch compliance with all applicable government aviation regulations, standards and advisory material issued by the UAE GCAA.
• Ensures Flight Dispatch compliance with Etihad Company operational procedures and best practice industry standards.
• Maintains and improves Flight Dispatch Manual. Maintains any required route briefing notes.
• Collaborates with Flight Operations to ensure that all information is current and fully aligned. Provide new airport / route analysis to ensure that all Flight Dispatch issues and requirements are met prior to start up. Liaise with Flight Operations, Performance Engineering and Flight support. Manage the administration of crew feedback and I-reports, apply the appropriate changes.

Education & Experience

• Educated to a minimum of high school certification, preferably with a university degree..
• A minimum of 10 years in airline operations with at least 5 years working in Flight Dispatch; A minimum of 2 years in a Managerial position
• Training, Knowledge and Skills
• Aircraft operations/ limitations/ requirements with regards to Flight Planning
• Flight Dispatch Experience in all areas of the company network ( ETOPS NAT HLA, Polar Operations, etc.)
• Knowledge of FANS and other Navigational requirements
• In-depth knowledge of Aeronautical Information Services, Air Traffic Management, State regulatory bodies, resources & processes, ICAO annexes and support Manuals
• Knowledge of airspace, flight planning systems as well as on-board Navigation computer capabilities and airport design criteria
• Strong communication skills and possess high level planning skills.
• Job Prerequisites
• Holds a valid Flight Dispatch license
• Familiar with all microsoft applications and Eurocontrol/FAA Command Centre Portals
• Fluent in verbal and written English
• Familiar with Flight Planning Systems, preferably LIDO
