Job Description

The purpose of this position is to be the professional lead of Learning and Development for all Dubai Metro and Dubai Tram, internal customers. Also, to ensure Dubai Metro and Dubai Tram meet or exceed industry\'s best practice and legal requirements with regards to the design and application of the Competency Management System

Roles & Responsibilities
  • Manage all Learning and Development functions within Dubai Metro and Tram which include but not limited to: operation training, maintenance training, supervisory and management training and succession planning.
  • Identify and establish framework and plans for staff learning and development to support business strategies and organisational goals.
  • Develop the Learning and Development policies and annual plans based on the priorities and needs of the corporate and individual departments.
  • Train and coach line trainers in the design and delivery of learning programmes.
  • Assess the overall organisational competency strength and plan to meet any identified gaps.
  • Develop training interventions from both internal and external sources to uplift the standards of the company\'s expertise and competency levels.
  • Work closely with the line managers to identify the training needs of the members of staff.
  • Be accountable for development of Emiratisation development programmes.
  • Ensure all new starters within L&D receive a full departmental induction and all necessary training for them to become competent in their role within their probation period within the Training Department.
  • Establish and maintain training evaluation processes.
  • Lead professional change and development within the learning and development function.
  • Ensure the on-going competence of all team members and arrange any training that may be required to ensure up-skilling and continuous development of staff capability.
  • Own the competence management system for the organisation and ensure regularly verification of competence records to ensure correct compliance.
  • Review non-conformances raised against the department regularly and assign resource to close out overdue Non-Conformances (NCs) within agreed timescales.
  • Lead, manage and motivate the team, including coaching departmental supervisors and work stream team leaders.
  • Complete annual and mid-year appraisals and identify any sub-standard performance or behaviour and ensure corrective action through employee development plans.
  • Own departmental succession and development plans.
  • Ensure that employees understand how they contribute to departmental and organisational goals.
  • Comply with all Keolis SMS Policies and Standard Operating Procedures and all local regional or contract related policies and procedures.
  • Perform and carry out other duties as instructed / directed by the HRBP.
  • Meet the Contractual requirements of the concession agreement with regards to Learning and Development.
  • Meet the legal requirements of the Safety Case and provide advice to avoid any breach.
  • Quality control of all training documentation within the organisation in line with document control procedure.
  • Meet key performance indicators which are set to measure the training impact on the performance and development of staff.
  • Directly Manage the Learning and Development Team.
  • Indirectly Manage and Verify all Trainers and Competence Assessors in Dubai Metro and Tram.
  • Control the Learning and Development budget including identifying efficiencies where appropriate.
  • Control of budget for provision of external training providers including identifying efficiencies where appropriate.
  • Manage the KMHI City & Guilds and ILM centres to retain low risk status for all qualifications, including Rail Operations and Engineering, Education and Training, Training, Assessment and Quality Assurance, Business Administration.
  • Support investigations within and in relation to learning and development.

  • Ability to communicate effectively both in writing and in speaking and convey complex.

  • Ability to maintain confidentiality in handling highly sensitive, confidential and non-routine information.
  • Ability to produce reports from various existing information systems to support Department\'s reporting outputs.

  • Stay abreast of developments in the training field.
  • Possess strong PC skills including proficiency with MS Outlook, Word, Excel, Power Point and Project applications and ability to learn new software-based applications.
Education and Professional Qualifications
  • Degree holder in Personnel development or general management.
  • Professionally qualified with membership of a recognized professional institution.
  • Ideally holder of recognized qualification in adult education or equivalent.
  • Ideally holder of internationally recognised assessor and verifier awards.
  • Ideally holder of internationally recognised qualification in management.
Experience
  • Minimum of 8 years of work experience in a railway, metro system or engineering environment.
  • Minimum 8 years work experience in a team management position.
  • Ideally minimum of 10 years of experience within a training environment.
