  • Lead QS role on pre?contract quantity surveying activities within the delivery function, ensuring accurate, timely, and high?quality outputs.
  • Serve as a key commercial interface with clients, attending meetings, presenting cost information with clear advice and recommendations, and supporting informed decision?making.
  • Hold ultimate responsibility as the gatekeeper for all pre?contract QS deliverables, ensuring accuracy, completeness, and compliance before submission to clients.
  • Manage, guide, and support a team of QS and SQS staff, overseeing workload distribution, deliverable quality, and technical development.
  • Prepare, review, and approve detailed cost plans, estimates, and feasibility studies across multiple projects.
  • Oversee the preparation of bills of quantities, tender documentation, scope definitions, and procurement packages.
  • Drive tender evaluations, commercial assessments, and procurement recommendations in line with project requirements.
  • Work closely with design teams to ensure alignment between design development, budgets, and project objectives.
  • Lead value engineering activities to identify cost?saving opportunities while maintaining required performance and quality standards.
  • Monitor and report on project financial performance, including cash flow forecasts.
  • Negotiate with contractors and suppliers to secure favourable terms and pricing.
  • Provide strong working knowledge of consultancy and construction contracts, including FIDIC and regional GCC practices, providing clear contractual advice and preparing or reviewing all relevant documentation.
  • Ensure all pre?contract deliverables comply with internal QA/QC procedures, industry standards, and local regulations.
  • Provide early commercial risk assessments and support mitigation strategies for project teams.
  • Mentor and guide all team members within the quantity surveying function, supporting their technical development, performance, and professional growth.
  • Implement and maintain quality control procedures for all quantity surveying activities
  • Support business operations through accurate reporting, benchmarking, and commercial insights at early project stages.
  • Maintain strong awareness of UAE market costs, procurement trends, and supply chain conditions to support competitive project outcomes.
Qualifications
  • Bachelor's degree in Quantity Surveying, Civil Engineering, or a related field
  • Professional certification from a recognised body (e.g., RICS)
  • Minimum of 10 years' experience in quantity surveying, with a focus on large-scale construction projects
  • Proficiency in quantity surveying software (e.g., CostX, Causeway) and Microsoft Office Suite
  • Strong mathematical and analytical skills with meticulous attention to detail
  • Excellent communication and negotiation skills, with the ability to interact effectively with stakeholders at all levels
  • In-depth knowledge of construction practices and methodologies
  • Thorough understanding of construction contracts, procurement processes, and local construction regulations in the UAE
  • Demonstrated ability to work efficiently under pressure and meet tight deadlines
  • Strong organisational skills and capability to manage multiple projects simultaneously
  • Experience working in the Middle East construction industry is highly desirable
  • Fluency in English is essential; knowledge of Arabic would be advantageous
