Role Purpose
To lead and manage all Technical HSE engineering activities for offshore projects and utility upgrade projects at Umm Shaif Super Complex USSC), ensuring full compliance with ADNOC Offshore HSE standards, UAE regulations, and international codes.
The role ensures risk identification, ALARP demonstration, process safety integrity, and safe execution across FEED, EPC, construction, commissioning, and offshore operations, in coordination with Engineering Subcontractors, ADNOC Offshore teams, OEMs, and site personnel.
HSE Leadership & Compliance Management
Serve as the Lead HSE focal point for all offshore platform activities--engineering, construction, demolition, commissioning--ensuring full compliance with ADNOC Offshore HSE Standards, CoPs, PTW guidelines, and ADNOC Codes of Practice.
Establish, implement, and monitor the Project HSE Plan, bridging documents, SIMOPS plans, and risk management frameworks for brownfield offshore execution.
HSE Workshops During Design & Engineering Stage
Lead and facilitate all HSE workshops during design including:
Ensure that all engineering deliverables incorporate safety requirements, human-factor considerations, emergency access/egress, lifting access, hazardous area compliance, and ADNOC HSE clarifications.
Coordinate with Engineering Team to ensure early HSE deliverable readiness (HSE plans, risk registers, safety studies, hazardous area classification, dropped-object prevention design, etc.).
Offshore HSE Execution During Demolition Works
Develop and validate offshore demolition HSE procedures covering isolation plans, LOTO requirements, removal of energized systems, hazardous material identification, waste handling, and SIMOPS controls.
Monitor high-risk demolition activities, ensuring strict adherence to ADNOC guidelines regarding hot work in classified areas, dropped objects, working at height, confined spaces, and mechanical/electrical isolations.
Ensure TRA and job-specific hazard controls are communicated and implemented for every demolition task.
Offshore HSE Oversight During Construction Activities
Oversee day-to-day construction HSE compliance for mechanical, piping, electrical, instrumentation, structural, lifting, and heavy equipment installation activities.
Enforce ADNOC safety rules regarding lifting operations, rigging, crane activities, deck loading, and marine spread coordination.
Ensure all construction work is executed as per ADNOC PTW system, ensuring correct permits are in place (Hot Work, Cold Work, Electrical Isolation, Confined Space, Working at Height, SIMOPS PTW).
Monitor compliance of workforce with PPE, safe access/egress, barricading, housekeeping, and hazardous area classifications.
HSE During Pre-Commissioning & Commissioning
Coordinate HSE activities for energization, leak testing, flushing, rotating equipment checks, electrical testing, and instrument loop checks.
Ensure safe implementation of Commissioning LOTO, energization protocols, gas testing, and system reinstatement procedures.
Monitor completion of all pre-startup safety reviews, system safety checks, emergency response readiness, and platform reinstatement.
ADNOC Offshore Crew Mobilization & Compliance
Ensure all offshore crew (Engineers, Supervisors, Technicians, Riggers, Welders, Electricians, Commissioning personnel) comply with ADNOC requirements:
BOSIET / T-BOSIET, H2S OSH, Offshore Medical Fitness, ADNOC PTW Competency
ADNOC LOTO Authorization, Verify certification validity, training matrices, and ensure compliance audits for all third-party and subcontractor workforce.
Incident Prevention, Investigation & Reporting
Lead all incident and near-miss investigations, applying root-cause analysis (RCA), and ensure corrective and preventive actions (CAPA) are implemented.
Maintain ADNOC-compliant reporting for HSE KPIs, Leading & Lagging indicators, HSE Dashboards, and Safety Alerts.
Conduct trend analysis to proactively identify potential risks and develop strategic controls.
SIMOPS, Emergency Response & Operational Safety
Develop and oversee
SIMOPS plans
for demolition-construction-commissioning phases operating alongside live ADNOC production facilities.
Ensure emergency response procedures, drills, muster plans, and medevac readiness are in place and tested.
Coordinate with ADNOC Operations for shutdowns, isolations, hazardous energy control, and operational HSE requirements.
Field HSE Audits, Inspections & Behavioural Safety
Conduct routine site inspections, HSE audits, workplace walkdowns, and behavioural safety observations.
Ensure NCRs, unsafe conditions, and unsafe acts are recorded and rectified promptly.
Promote strong safety culture through toolbox talks, hazard awareness sessions, and leadership safety engagements.
Subcontractor HSE Management
Ensure all subcontractors comply with ADNOC HSE Rules, Method Statements, ITPs, and project HSE requirements.
Conduct HSE pre-qualification, onboarding, training, and field evaluations for subcontractor teams.
Monitor subcontractor performance and enforce HSE discipline across all work fronts.
Documentation, Deliverables & HSE Records
Ensure timely preparation and maintenance of all HSE deliverables including:
Coordinate closely with EPC Project Manager, Engineering Manager, Construction Manager, ADNOC HSE team, Marine Logistics, and Commissioning teams.
Provide expert HSE guidance during meetings, risk reviews, SIMOPS planning, and progress discussions

Qualifications
Bachelor's Degree in Engineering (Safety / Chemical / Mechanical / Electrical preferred)
ADNOC Offshore approval or eligibility is mandatory
NEBOSH IGC / International Diploma (preferred)
Functional Safety (SIL) and Hazard Study training required
Membership in a recognized professional HSE body (advantage)
Strong knowledge of ADNOC Offshore HSE standards and UAE regulations
Expertise in process safety, risk assessment, and safety-critical systems
Ability to interpret engineering drawings with HSE focus
Experience in offshore PTW, SIMOPS, and construction safety
Strong coordination skills across multidisciplinary teams
