Job Brief

We are looking for a

Lead Business Analyst (Functional Lead)

to play a key role in the

Dhareeba 2.0 project

. In this role, you will guide the business requirements workstream, connect closely with key stakeholders, and help shape the next generation of tax administration systems in Qatar. This position is ideal for someone who enjoys solving complex problems, leading teams, and turning business needs into clear, practical system designs.

Responsibilities

Lead business requirement activities for the Dhareeba 2.0 project. Conduct workshops with business units to collect and refine requirements. Prepare detailed

Business Requirements Documents (BRD)

and perform as-is process assessments. Work with tax departments to standardize

policies, processes, and user journeys

. Ensure all

regulatory and compliance needs

are captured in the system design. Collaborate with the

Technical Lead

to prepare and review

Software Requirements Specifications (SRS)

for each module. Supervise and guide a team of Business Analysts, ensuring quality and consistency in deliverables. Coordinate

stakeholder reviews

and support

User Acceptance Testing (UAT)

to confirm system alignment with business needs.

Qualifications

Strong experience in

business analysis

and

process modeling

. Proven ability to prepare

BRDs, SRS, and use cases

for large and complex systems. Good understanding of

tax administration processes and terminology

. Skilled in

business process modeling tools

(e.g., SAP Signavio, BPMN). Excellent

communication and stakeholder management

abilities. Relevant certification such as

IIBA CBAP

or equivalent. Experience in

government projects

or

ERP system implementations

is an added advantage.
