Human Resources Manager (Army Aviation) Kuwait

The Human Resources Manager will oversee functions of Human Resources (HR) operations for OCONUS teams and will partner with leadership to deliver value-added service to management and employees.

Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

Provides support and guidance to administrative, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as investigating allegations of wrongdoing, and terminations.

Works with the Program Management team to support the human resource, accounting and financial activities at the program levels with flow down to the site levels.

Oversee the interviewing, training, and hiring of new staff and/or dismissal when necessary; consult with top executives on strategic planning; and serve as a link between an organization's management and its employees.

Oversee employee relations, securing regulatory compliance, and administering employee-related services such as compensation, training, and benefits.

Ensures compliance with PWS in all finance related concerns.

Provide timely accurate vouchers into Wide Area Workflow (WAWF), prepare any business/financial related Contract Data Requirements List (CDRL) deliverable and verifies accuracy of ACEFs submitted to Government as required.

Manages subcontractors, flow down requirements, cost, and funding.

Provides oversight of lower/site level Human Resource/Training Coordinators and Financial Analyst. Ensures compliance with federal, state and local employment laws, as well as applicable regulations and standards.

Oversees all aspects of Program Operations including but not limited to business development, program quality, logistics, training, analysis and metrics, and financial performance; acts as the principal point of contact for the client; ensures personnel and resources meet task requirements; develops new business opportunities; monitors costs and budgets; develops procedures to increase performance and improve cost effectiveness of program; may manage multiple task orders in various geographic locations.

Maintains compliance with international, federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

Requirements:

Bachelors' Degree in related field.

Minimum of eight (8) years combination of experience in human resources, payroll, accounting, and/or finance preferably in Defense Services and/or Governmental Contracts.

Professional certification in Human Resources (PHR or SHRM-CP) preferred.

Must be a US citizen.

Must possess a valid driver's license.

Ability to obtain/maintain Security Clearance (NAC-I T1) Public Trust

Must be in possession of a U.S. Passport valid for a min of two plus (2+) years and be able to travel internationally.

Must be able to pass CENTCOM Medical requirements for deployment.

Proficient with Microsoft Office Suite or related software.

Ability to quickly learn and adapt to the organization's technical and culture norms.
