HSSE Manager (Major Construction Projects)

About the Role
We are seeking a seasoned and proactive HSSE Manager to provide strategic leadership and oversight for Health, Safety, Security, and Environmental (HSSE) management on our flagship, large-scale construction projects. This pivotal role is responsible for developing, implementing, and auditing robust HSSE systems to ensure the highest standards of safety, compliance, and environmental stewardship. The successful candidate will be a champion for a zero-harm culture, protecting our people, assets, and reputation while ensuring project delivery excellence.
Key Responsibilities

• Strategic Leadership & System Development:
• Develop, implement, and continuously improve the Project HSSE Management Plan, policies, and procedures.
• Establish clear HSSE objectives, targets, and performance indicators in alignment with corporate and client requirements.
• Lead the project HSSE team, providing direction, mentorship, and performance management.
• Compliance & Risk Management:
• Ensure full compliance with UAE federal and local HSSE regulations (e.g., Dubai Municipality, AD EHSMS), as well as international best practices and client-specific standards.
• Conduct comprehensive risk assessments (JHA, HIRA), method statement reviews, and ensure effective control measures are in place.
• Manage the permit-to-work system for high-risk activities.
• Operational Excellence & Culture:
• Drive a proactive "Safety First" culture through visible leadership, engagement, and accountability at all levels.
• Plan and lead regular safety inspections, audits, and tours. Track corrective actions to closure.
• Oversee security protocols and emergency response preparedness, including drills and training.
• Training & Competence:
• Identify HSSE training needs and develop/delivery programs to ensure all personnel are competent and aware of their responsibilities.
• Conduct toolbox talks, inductions, and specialized safety briefings.
• Incident Management & Reporting:
• Lead all incident investigations (near-misses, injuries, environmental incidents) to determine root cause and implement preventive actions.
• Ensure timely and accurate reporting of HSSE statistics and performance reports to senior management and clients.
• Stakeholder & Subcontractor Management:
• Act as the primary HSSE point of contact for clients, consultants, regulatory authorities, and subcontractors.
• Evaluate and monitor subcontractor HSSE plans and performance.

Qualifications & Experience

• Education: Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
• Certifications: Mandatory certifications such as NEBOSH Diploma or equivalent. Additional certifications (IOSH Managing Safely, OSHA, ISO 45001/14001 Lead Auditor) are highly advantageous.
• Experience:
• A minimum of 15 years of overall HSSE experience within the construction industry.
• Proven track record as an HSSE Manager or equivalent senior role on at least 4 major infrastructure projects (e.g., high-rise buildings, large-scale mixed-use developments, industrial facilities, or major civil works).
• Knowledge:
• In-depth knowledge of international HSSE standards and UAE regulatory frameworks.
• Expertise in risk assessment methodologies, behavioral safety programs, and environmental management.
• Skills:
• Exceptional leadership and influencing skills to engage multidisciplinary teams and contractors.
• Outstanding communication, presentation, and report-writing skills in English (Arabic is a plus).
• Strong analytical and problem-solving abilities.
• Proficiency in MS Office and HSSE management software.
