Job Description

We are looking for a HSE Superintendent to oversee our construction project and to act as the link between various project parties. HSE Superintendent is a key supervisory role within the Yanqul Project Management Team reporting directly to the Company HSE Manager. The position has a key role in providing HSE oversight on project activities carried out by or on behalf of the company, at assets under the direct or indirect control of the company, during the execution phases of the project. The HSE Superintendent will be to provide direct, day to day HSE oversight on al site activities and regular interface with the project management consultant HSE personnel. The position will provide support to the development and maintenance of best-in-class project HSE plans and programs to assist the project in achieving HSE excellence and an injury free workplace.

1. Ensuring compliance by all parties with company HSE requirements and regulation and all relevant legislation and statutory requirements, including all laws, rules and regulation of the government of Sultanate of Oman.

2.Ensuring that all project HSE activities are executed in a safe and quality manner and recommending improvements in working practices that will reduce the risk of incidents.

3.Actively supporting the development and realization of a positive, value centered HSE culture focused on excellence.

4.Ensuring compliance with objectives, requirement, priorities, policies, procedures, standards, rules, regulation and guidelines.

5.Assuring compliance of equipment and system with official certification/approvals.

6.Promoting a pro-active HSE culture.

7.Ensuring follow-up to risk management activities.

8.Informing and interpreting legislative and regulatory requirements and best practices.

9.Identifying HSE improvement to systems and processes.

10.Identifying and supporting HSE competency assurance development.

11.Auditing and reviewing HSE systems and processes.

12.Ensuring Accident / Incident investigation are adequately conducted.

13.Ensuring maintenance of the Material Safety Data Sheets.

14.Promoting and assessing occupational health management.

15.Monitoring compliance with the environment management system.

16.Reviewing and commenting on project HSE deliverable.

17.Supporting the development and execution of the Project HSE Plan

18.Support the identification of HSE hazards, evaluation of risks for all activities and development of the tools to manage and reduce these risks.

19.Participating in and /or reviewing the various Risk Assessments.

20.Ensuring that Project HSE programs and procedures and implemented reviewed and improved as needed including Consultants, Contractors and Vendors.

21.Participating in incident control duties during major accident emergencies or drills.

22.Supporting the development and implementation of an HSE Learning & Development process for project team members.

23.Ensuring the implementation of and participating in the execution of the Project Non-conformance and Incident Investigation processes.

24.Ensuring leading and trailing HSE performance measures are developed, compiled, maintained and reported.

25.Ensure all corrective and preventative actions identified through the HSE Department activities on site are documented, communicated and managed to facilitate timely completion.

26.Lead the development of plans to ensure that an employee's occupational health and hygiene is monitored, and issues resolved.

27.Co-ordinate the efforts of all parties involved in the project, which include the consultants, contractors, subcontractors and site personnel.

28.Ensuring periodic HSE Audit and inspection are conducted in accordance with risk-based schedules.

29.Providing input into the collection of lessons learned for the project.

30.Assisting in various training & awareness programs that will be implemented to raise the safety awareness of the workforce.

31.Monitoring and coaching Junior Omani national staff.

Requirements

Education:

Bachelors degree in HSE or a related field.

Master's degree is a plus.

Experience:

5-10 years working experience in the same or similar role.

Proven HSE supervisory experience, ideally on a mine or high-risk excavations projects

Previous experience in managing site HSE in Sultanate of Oman or GCC

Special Skills & Knowledge:

Technical Skills:

Internal / Lead Auditor qualifications for HSE management system standards

Expertise in quality, safety, and health standards and guidelines for construction job sites.

Experience in Safety Management Systems Document management/control

Experience in databases for incident management and corrective actions management

Incident Investigation qualifications

Experience of supervising contractor HSE performance

Soft Skills:

Excellent communication skills, both written and verbal in English and Arabic.

Excellent interpersonal skills.

Intermediate to advanced knowledge of Microsoft Excel, Word and Power Point.

Valid Oman driving license.

Omani national - preferably from Yanqul or Al Dahira area.
