Job Description

JOB PURPOSE: Develop, coordinate, analyze and provide specialist advice on HSE Competence and Training Systems to achieve the corporate HSE objectives.

KEY ACCOUNTABILITIES: HSE Training Framework Develop, maintain and report progress against the HSE Training Framework to Senior Management to and provide information and assurance Develop and deliver the annual HSE training Plan to company Talent Management Department to provide inputs for integration with the overall Training plan Work jointly with Health, Safety and Environment specialists in developing training requirements including HSE training content, delivery, Certification, including Candidate and Trainers Assessment Criterion including E-Learning to meet the HSE training needs of company Develop and maintain detailed specifications for each HSE training in order to review company HSE training and competence standards Provide support to the contractors in developing training packages HSE Training Standards Contribute to development of ADNOC HSE CAMS standards to provide guidance in curriculum design Ensure implementation of risk based HSE training standards across all company sites in order to meet the Company objectives on HSE competency Maintain a list of approved trainers for each HSE training and monitor/evaluate their performance to ensure consistency and quality of training across sites Lead a group of site HSE training officers in meetings to identify training needs Provide support to sites to develop Competence Assessments and Training Plans for identified HSE critical positions Visit each company site at least once a month to share concerns and progress Advise sites on best practices in HSE training to enhance effectiveness of training HSE Training Support Provide HSE induction to UAE Nationals and new employees joining company Work closely with site Operations, Maintenance and Contractors teams on certification requirements Participate in the development of HSE induction videos for HQ and company sites Develop corporate HSE induction and orientation training packages to support the delivery of HSE training in line with Company objectives Review quality web based trainings in order to administer the licenses in close coordination with all sites Coordinate HSE division initiated trainings Provide HSE specialist training support to company HC Division Training KPIs Develop, monitor and report HSE training KPIs on a quarterly basis for each site to evaluate the standard and quality of training delivered Report compliance to Senior Management on mandatory HSE training matrix for assurance Supervision Plan, supervise and coordinate all activities in the assigned area to meet functional objectives. Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives. Budgets Provide input for preparation of the Department/ Section budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives. Investigate and highlight any significant variances to support effective performance and cost control. Policies, Systems, Processes & Procedures Implement approved Department / Section policies, processes, systems, standards and procedures in order to support execution of the Department / Section's work programs in line with Company and International standards. Comply with all applicable legislation and legal regulations. Performance Management Contribute to the achievement of the approved Performance Objectives for the Department / Section in line with the Company Performance framework. Innovation and Continuous Improvement Design and implement new tools and techniques to improve the quality and efficiency of operational processes. Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the function. Health, Safety, Environment (HSE) and Sustainability Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices Reports Provide inputs to prepare MIS and progress reports for Company Management COMMUNICATIONS & WORKING RELATIONSHIPS: Internal Regular work related contact with immediate Supervisor and Department Heads as required, peer Professional staff and team members on matters related to Department Policies and Processes, People and HSE issues Frequent contact with the Head HSE Operations Department Site HSE Superintendent to maintain good visibility and communication External Regular contact with PMS and various local and international organizations on HSE related matters Regular contact with counterparts/members of the ADNOC Group on HSE and Training matters Regular contact with local and international vendors, contractors, and third party service providers to establish relationships or to obtain supply of goods and services Regular contact with relevant Government organisations and entities/authorities to establish and maintain support or to obtain necessary clearances Regular contact with the HC learning Dept., site HSE training officers, Operation, Maintenance and Engineering teams on Training matters

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification Bachelor Degree in Engineering or Training and Development, ideally with a specialisation in Safety or a Diploma in a relevant field Minimum Experience & Knowledge & Skills 6 years of experience, including at least experience in Training and Development within a large industrial organization, preferably in the Oil and Gas Exposure to international standards of Environment and Safety e.g. ISO and Occupational Safety and Health Administration (OSHA) is considered desirable for this job Sound knowledge of safety standards relevant to the Oil and Gas industry Sound knowledge of applicable HSE legislation and regulations and field Operational HSE experience in Oil and Gas Corporate HSE function experience with hands on experience in developing HSE presentations, technical reports, plans, procedures and guidelines Demonstrate sound knowledge and skills in HSE training and competence systems relevant to the Oil and Gas industry Ability to develop content, deliver quality review trainers, trainees and the HSE training system Sound knowledge and skills in application of projects HSE and technical safety standards relevant to the Oil and Gas industry e.g. ISO and OSHA Good interpersonal skills Planning and Organising, Scheduling and Co-ordinating, Checking, Examining and Recording
