Job Purpose

The

HSE Manager

is responsible for developing, implementing, and continuously improving EGEC Qatar's

Health, Safety, and Environmental (HSE) Management System

. The role ensures compliance with

Ashghal, QCS standards, and Qatari regulations

, while promoting a strong safety culture across all operations and projects. The HSE Manager will safeguard personnel, assets, and the environment while driving continual improvement toward

zero harm

.

Key ResponsibilitiesHSE Strategy & Compliance

Develop and implement the annual HSE strategic plan and policies aligned with company goals. Maintain HSE Management System compliance with

ISO 45001 (OH&S)

and

ISO 14001 (Environmental)

standards. Ensure full compliance with

Ashghal

,

QCS

, and local authority HSE requirements.

Risk Management & Audits

Lead comprehensive

risk assessments

(HAZOP, JSA, TRA) throughout all project stages. Plan and conduct

internal and external HSE audits

, implementing corrective actions. Manage the

Permit-to-Work (PTW)

system and control high-risk activities on-site.

Incident Management & Reporting

Establish clear

incident reporting and investigation procedures

. Conduct root cause analyses and implement preventive measures. Prepare periodic HSE reports, statistics, and dashboards for management and regulatory review. Lead

emergency response planning

and drills at offices and project sites.

Training & Culture

Design and deliver

HSE training programs

for employees and contractors. Mentor and supervise HSE teams to ensure consistent on-site compliance. Promote a

proactive safety culture

across all levels of the organization.

Job Requirements

Bachelor's degree in

Safety Engineering

,

Occupational Health & Safety

,

Environmental Science

, or a related engineering field.

Minimum 10 years

of progressive HSE management experience, including

5 years in a managerial role

within the

engineering consultancy or construction sector in the GCC

.

NEBOSH Diploma (or equivalent)

is mandatory.

Certified Lead Auditor for ISO 45001/14001

.

UPDA (MMUP) registration in Qatar is required.

Strong knowledge of

Ashghal HSE standards

and

Qatari HSE laws

. Valid

Qatari ID

and preferably a

Transferable Visa/NOC

for immediate joining. Valid

Qatar Driving License

required. Strong leadership, communication, and organizational skills.
