HSE Engineer
Position: HSE Engineer
Department: Health, Safety & Environment
Reports To: Project HSE Manager / Corporate HSE Manager
Job Summary:
The HSE Engineer is responsible for developing, implementing, and monitoring health, safety, and environmental programs at the project site. This role involves technical risk assessment, compliance assurance, and promoting a proactive safety culture to prevent incidents and ensure regulatory compliance.
Key Responsibilities:

  • Program Implementation: Execute the project HSE plan, policies, and procedures. Ensure they are understood and followed by all personnel.
  • Risk Management: Conduct Job Hazard Analysis (JHA), Risk Assessments (RA), and develop Method Statements for high-risk activities (e.g., working at height, lifting, confined spaces).
  • Inspections & Monitoring: Perform daily site inspections, safety audits, and environmental monitoring. Identify unsafe acts/conditions and ensure timely corrective actions.
  • Incident Investigation: Lead or participate in the investigation of incidents, near-misses, and hazardous occurrences. Determine root causes and recommend preventive measures.
  • Training & Induction: Conduct site-specific HSE inductions for new personnel and deliver toolbox talks and specialized training sessions.
  • Permit-to-Work System: Administer and audit the Permit-to-Work (PTW) system for hazardous tasks.
  • Regulatory Compliance: Ensure project activities comply with all local, federal, and client-specific HSE regulations.
  • Data & Reporting: Maintain HSE records, statistics, and prepare performance reports for management.
Qualifications & Skills:
  • Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
  • NEBOSH IGC or equivalent certification is required.
  • 5+ years of experience in an HSE role within the construction industry.
  • In-depth knowledge of OSHA, IOSH, or similar international HSE standards.
  • Strong technical writing skills for procedures, reports, and assessments.
  • Excellent observation, communication, and training skills.
