The Human Resource Supervisor oversees all HR functions at the Head Office, ensuring compliance with company policies, labor laws, and client ( Aramco, SEC, RC) requirements. The role supports manpower management, recruitment, employee relations, payroll coordination, and HR administration to ensure smooth project operations.
Key Responsibilities1. Recruitment & Mobilization
Coordinate with project management to identify manpower needs.
Handle end-to-end recruitment for site-level positions (labor, technicians, supervisors, operators).
Manage mobilization and demobilization processes, including joining formalities.
Coordinate medical tests, visa processes, Iqama issuance/renewal, and onboarding.
Maintain manpower tracking sheets and deployment reports.
2. Employee Relations & Welfare
Act as the first point of contact for all employee queries and grievances at the site.
Ensure proper accommodation, transportation, and welfare arrangements.
Conduct briefings on company policies and site rules.
Support disciplinary actions, investigations, and documentation.
3. HR Administration & Documentation
Maintain accurate employee files, attendance records, contracts, and project-specific staffing documentation.
Prepare HR reports for the head office (absenteeism, overtime, leaves, turnovers, manpower status).
Ensure compliance with client requirements (Aramco/NEOM/RC documentation if applicable).
Monitor contract expiries, vacation schedules, and government relations requirements.
4. Payroll Coordination
Collect and verify monthly attendance, overtime, time sheets, and leave records.
Coordinate with payroll for salary processing and ensure timely payments.
Resolve payroll-related issues for workers and staff.
5. Compliance & Government Relations Support
Ensure HR practices comply with Saudi Labor Law and company policies.
Liaise with the Government Relations (GRO/PRO) team for Iqama renewals, exit-reentry, final exit, and Qiwa/Mudad tasks.
Support project audits (internal, client, or regulatory).
6. Performance & Training
Support performance evaluations for project staff.
Identify training needs and coordinate mandatory trainings (safety, HSE, technical).
Monitor probationary period evaluations and confirmations.
Qualifications & Experience
Bachelor's degree in HR, Business Administration, or related field.
8 plus years' HR experience in contracting, construction, or industrial projects.
Strong knowledge of Saudi Labor Law and HR best practices.
Experience with Qiwa, Mudad, GOSI, and Absher (advantage).
Excellent communication and interpersonal skills.
Ability to work under pressure in a fast-paced project environment.
