Job Summary:
The HR Specialist - Contingent Workforce Planning is responsible for managing and optimizing the organization's contingent workforce program, including temporary workers, contractors, freelancers, and consultants. This role ensures compliance with labor laws, vendor management, cost efficiency, and seamless integration of contingent labor into workforce planning strategies.
Key Responsibilities:
Contingent Workforce Strategy & Management:

  • Develop and implement contingent workforce strategies aligned with business needs.
  • Partner with hiring managers and procurement to assess contingent labor requirements.
  • Monitor workforce trends and recommend adjustments to contingent staffing plans.
Vendor & Supplier Management:
  • Manage relationships with staffing agencies, Managed Service Providers (MSPs), and independent contractors.
  • Negotiate contracts, service-level agreements (SLAs), and pricing with vendors.
  • Ensure compliance with company policies and legal regulations (e.g., worker classification, co-employment risks).
Compliance & Risk Management:
  • Ensure adherence to labor laws (e.g., FLSA, ACA, EEOC, OFCCP) and internal policies.
  • Conduct audits of contingent worker classifications (W2 vs. 1099) to mitigate misclassification risks.
  • Maintain documentation and records for compliance and reporting purposes.
Workforce Analytics & Reporting:
  • Track contingent labor spend, utilization, and performance metrics.
  • Generate reports on workforce trends, cost savings, and program effectiveness.
  • Provide insights to HR and business leaders for data-driven decision-making.
Process Improvement & Technology:
  • Optimize contingent workforce processes and workflows.
  • Leverage Vendor Management Systems (VMS), HRIS, and other HR technologies.
  • Identify automation opportunities to enhance efficiency.
Stakeholder Collaboration:
  • Partner with HR, Legal, Finance, and Procurement teams to align contingent workforce strategies.
  • Educate hiring managers on contingent labor policies and best practices.
  • Support onboarding/offboarding processes for contingent workers.
Qualifications & Skills:
  • Education: Bachelor's degree in Human Resources, Business Administration, or related field.
  • Experience: 3+ years in HR, workforce planning, talent acquisition, or vendor management (contingent workforce experience preferred).
  • Certifications: (Preferred) Certified Contingent Workforce Professional (CCWP), PHR, or SHRM-CP.
  • Skills:
  • Strong knowledge of labor laws and compliance risks.
  • Experience with VMS (e.g., Beeline, SAP Fieldglass) and HRIS (e.g., Workday, SuccessFactors).
  • Excellent negotiation, communication, and stakeholder management skills.
  • Analytical mindset with proficiency in Excel and workforce analytics.
