We are seeking a detail-oriented and proactive HR Specialist to support HR operations across UAE, Oman, Qatar and Maldives. Responsible for labour-related activities within the HR department of a leading Destination Management Company (DMC) in the UAE. This role is critical in ensuring compliance with UAE labour laws, Emiratisation policies, and immigration regulations, while facilitating visa and work permit processes. In addition to this, the HR Specialist will be focusing on executing HR processes from onboarding through offboarding, ensuring HR policies are followed, tracking key metrics, and handling day-to-day HR administration.


MAIN TASKS & RESPONSIBILITIES




UAE Visa & Labour Activities



Assist in typing labour transactions (Tasheel), ensuring accuracy and compliance with UAE regulations. Coordinate visa transactions with the PRO and immigration authorities, ensuring timely processing. Stay updated on changes in UAE labour laws, immigration regulations, and work permit requirements, ensuring all processes align with current legal requirements. Work closely with the PRO to facilitate work permit and residence visa processing, ensuring efficiency and adherence to regulatory updates. Maintain records of visa applications, work permits, renewals, and cancellations, ensuring timely follow-ups. Reconcile the Noqudi card expenses and submit to Finance department monthly Registration and renewal of ILOE for all UAE employees Ensure labour contracts, visa and EID copies are available in personnel files and HRIS Coordinate all medical and Tawjeeh arrangements for new and renewed UAE residence visas. Assist in processing and managing tourist visa applications as required, both internal for staff and external for clients.

Safe Management of Passports and Other Documents




Ensure the secure handling, storage, and tracking of employee passports, visa documents, Emirates IDs, and labour contracts, in compliance with UAE labour laws and company policies. Maintain a systematic log for document issuance and return, ensuring transparency and accountability. Implement security measures to prevent unauthorized access, loss, or misuse of sensitive documents. Ensure timely renewal of passports, and renewal/cancellation of residence visas and work permits to avoid legal or compliance issues. Coordinate with relevant stakeholders to facilitate document retrieval for visa processing, travel, and other official requirements. Conduct regular audits of stored documents to ensure accuracy and compliance with data protection regulations.

Emiratisation Compliance



Ensure compliance with Emiratisation policies, aligning the company's workforce with UAE national employment targets. Including registration with pensions authority, Nafis and any other regulatory requirements. Work closely with HR Specialist and government entities to identify and recruit UAE nationals as per mandated quotas. Monitor and report Emiratisation progress, ensuring adherence to MOHRE (Ministry of Human Resources and Emiratisation) requirements. Assist in drafting and implementing Emiratisation plans, including training and onboarding UAE nationals. Liaise with Tawteen, Nafis, and other UAE government programs to facilitate Emiratisation initiatives. Ensure Emirati employees receive the necessary training and career development opportunities as per nationalisation requirements. Oversee MOHRE inspections, including preparing and presenting documentation for validation. Including tracking attendance and validation requirements for Emirati staff.

Onboarding & Offboarding




Ensure pre-employment documents are collected and verified before onboarding. Prepare and issue employment contracts in coordination with the HR Manager. Organise and conduct employee inductions and onboarding programs. Monitor probation period evaluations and follow up with managers. Maintain employee records to comply with UAE, Oman, and Qatar labor laws. Process resignations, terminations, and final settlements as per company policy. Conduct exit interviews and ensure proper documentation of offboarding processes. Ensure all offboarding paperwork is completed, including visa cancellations and final payroll adjustments.

HRIS & Employee Records Management




Maintain and update employee records within the HRIS system. Ensure all HR data is accurate, confidential, and up to date. Support system audits and compliance checks.

Industry Experience - minimum of 2 years of experience in HR operations; experience with labour services, or PRO services is a must for this role. Technical Acumen - Hands on experience in handling visa and work permit applications and familiarity with government portals such as GDRFA, MOHRE, ICA, Tawteen, and Nafis for processing work permits and nationalization programs. Market Knowledge - Strong knowledge of UAE labour laws, Emiratisation mandates, Tasheel, and immigration processes. Good knowledge of HR processes, including recruitment, onboarding, payroll, compliance and HRIS systems, with excellent administrative and organisational skills. IT Proficiency - proficiency in MS Office (Excel, Word, Outlook) and HRIS systems * Communication - excellent Arabic and English verbal and written communication skills. Arabic language skills are a must for this role.
