Job Summary:



The HR Manager will lead and manage all HR functions related to sourcing, hiring, deployment, and welfare of skilled and unskilled labor. This role requires a strong understanding of labor law, recruitment processes, visa and documentation procedures, and site-based HR support, ensuring smooth operations and legal compliance.

Key Responsibilities:



1. Recruitment & Deployment:



Oversee end-to-end recruitment process for skilled and unskilled labor. Coordinate with recruitment agencies and internal teams to ensure timely supply of manpower. Manage overseas and local hiring strategies based on project demands. Handle all visa processing, documentation, onboarding, and deployment.

2. Labor Management:



Monitor daily attendance, site allocation, and productivity of workers. Ensure proper accommodation, transport, and welfare facilities are arranged. Address labor grievances and resolve conflicts promptly.

3. Legal & Compliance:



Ensure compliance with UAE labor laws and MOL regulations. Maintain updated records for visa status, medical, insurance, and Emirates ID. Coordinate with PROs and legal advisors for renewals, cancellations, and government approvals.

4. Policy & Administration:



Develop and implement HR policies, procedures, and employee handbooks. Maintain accurate HR records, payroll data, and leave tracking. Manage disciplinary actions, warnings, and termination procedures.

5. Performance & Training:



Conduct periodic evaluations of labor performance. Plan and execute basic safety and job-specific training. Identify skill gaps and arrange refresher programs if needed.

Qualifications:



Bachelor's degree in Human Resources, Business Administration, or related field. Minimum 5 years HR experience, preferably in a labor supply or construction environment. Knowledge of UAE labor laws, visa processes, and recruitment practices. Strong organizational, interpersonal, and problem-solving skills. Proficiency in MS Office; HR software experience is a plus. Multilingual ability (Arabic, Hindi, English) is an advantage.
