HR Manager - Contracting Sector (Dubai, UAE) Location:

Dubai, United Arab Emirates Industry: Contracting / Construction / Engineering Services / Property Management Employment Type: Full-Time | Onsite About the Opportunity Big Fish Recruitment is proud to partner with one of the UAE's most established real estate and development groups - renowned for delivering landmark residential, commercial, and mixed-use communities across Dubai. We are supporting their contracting division in hiring an experienced HR Manager to oversee and lead the full HR function for their Dubai-based operations. This is a strategic and hands-on role suited to a candidate with solid UAE HR experience and a background in the contracting, construction, or service sectors. Key Responsibilities Strategic HR Leadership o Align HR practices with business strategy to support organizational goals and operational success. o Act as a trusted HR advisor to senior leadership and project teams. Recruitment & Talent Acquisition o Manage full-cycle recruitment across technical, operational, and executive roles. o Coordinate workforce planning based on project timelines and business needs. Employee Relations & Engagement o Lead all employee relations matters with professionalism and fairness. o Design engagement programs to drive morale, productivity, and retention. Performance & Development o Implement performance management systems (KPIs, reviews, development plans). o Identify training needs and coordinate relevant programs to upskill employees. Compensation, Payroll & Benefits o Support payroll processes and ensure compliance with UAE WPS regulations. o Contribute to compensation reviews and benchmarking to ensure competitiveness. Policy & Compliance o Maintain and update HR policies in accordance with UAE Labor Law. o Oversee visa, onboarding, offboarding, and general HR compliance matters.



Requirements

Ideal Candidate Profile o Bachelor's degree in Human Resources, Business Administration, or a related field. HR certifications (e.g. CIPD, SHRM) preferred. o 10+ years of HR experience, with at least 3 years in the UAE. o Background in contracting, construction, or service industries is highly desirable. o Deep knowledge of UAE labor law, employment regulations, and visa processes. o Excellent interpersonal, leadership, and conflict-resolution skills. o Fluent in English (spoken and written) o Strong organizational skills with a hands-on approach to operational and strategic HR.
