Overview

**This position will be physically located in Kuwait in support of LOGCAP**

+ Under the supervision of the Senior Patient Administration Supervisor, the Health Systems Coordinator provides technical, coordination and administrative support to the Referral Management personnel and Medical Couriers and activities for the ASG-KU Army Health Clinic (USAHC) by coordinating services for delivery of medical diagnostic and transportation of patients to and from host-nation facilities.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Assist and support the Senior Patient Administration Supervisor on all the operational performance requirements in referral management operations.

+ Provide direct support to host nation referral management operations.

+ Consult and coordinate with the Command Surgeon to assess, plan, implement and evaluate patient care for host nation referrals.

+ Coordinates the referral program for military and other eligible patients including medical specimens for treatment in local host-nation medical facilities providing allied medical services, examinations, consultations not readily available in US Army Health Clinic and US Military Hospital KU.

+ Manages consult process by screening all provided consults for administrative accuracy prior to assigning a BPA call number for that service, determine emergent and high-risk cases.

+ Prepare quarterly and monthly budget for Branch of Services (BOS) costing and submit to Patient Administrative Supervisor for review prior to submission to COR and Command Surgeon.

+ Enrolls patients into Theater Medical Data Storage (TMDS) and process medical consults to include: obtaining authorization number for approved care, coordination and scheduling of appointments, corresponding with referral facility necessary medical documentation and receiving results to route to requesting provider.

+ Collate invoices and consolidates statements with local host nation medical & Dental facility monthly bills combined with the host nation facility as directed by the COR and Command Surgeon.

+ Must be willing to work on holidays, short notices, all shifts, overtime and assigned to any Medical location in Kuwait. Vacation scheduling will also be dictated by mission requirements and determined independent from spouse if applicable.

+ Performs other duties as assigned by the Health Services Management.

Qualifications

+ MINIMUM QUALIFICATIONS:

+ Education/Certifications: One year of related experience may be substituted for one year of education, if degree is required.

+ Must understand Privacy Act of 1974 and HIPAA guidelines. Applicant must have an Associate's Degree or Higher. Coursework in medical coding and billing, transcription and computer applications, medical ethics, business communication and general office skills, health-care management preferred. Work experience may substitute education, on a year for year basis.

+ Health Insurance Portability and Accountability Act (HIPAA) certification within 30 days after hire from the online source training:

+ Proof of COVID-19 Vaccination:

+ To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered. This definition may change in accordance with CDC guidelines. Compliance with this government requirement is an essential function of the position and is a condition of employment.

+ Clearance/License:

+ A valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and Kuwait Driver's License are required.

+ Must be able to obtain and maintain NAC-I.

+ Must be able to maintain USG Network access & Smart card privilege(s).

+ Experience:

+ Knowledge of legal requirements for medical/dental records and ARIMS Operations. Working knowledge of US Army Medical Operations and health care facilities. Must have excellent knowledge of medical terminology. Must understand Privacy Act of 1974 and HIPAA guidelines. Have 2 years of occupational work experience as a Registered field. Must have minimum three (3) years customer-service experience. Should have one (1) year supervisory experience which demonstrates the ability to analyze problems, to identify significant factors, gather pertinent data, and recognize solutions.

+ Skills:

+ Must be able to work effectively with all levels of employees, including top, middle and supervisory levels of management. Must be able to work independently. Requires basic planning, organizing, and problem solving skills. Require excellent oral and written communication skills in English. Requires analytical skills, including the ability to extract, compile and analyze data. Must be knowledgeable in MS Office software application such as Word, Excel and Power Point. Must be able to handle company information with confidentiality and discretion. Requires the ability, on occasion, to make presentations and inform through workshops, instruction, or other media. Knowledge of Tricare Health Plans is preferred but not required.

+ Physical Requirements:

+ Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

+ Working Conditions:

+ The worker is subject to extreme cold. Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.

+ The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.

+ The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.

+ The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.
