Job purpose
To supervise all HSSE related matters and will be responsible for providing support to the project management team, supervisors, foremen, and workers. Will provide leadership and coordination of the day-to-day safety requirements of the assigned activities for OTTCO Terminal at Ras Markaz & Duqm Petrochemical. Provide day-to-day HSSE service /advice that is effective and suitable to support Projects HSSE objectives and ensure HSSE requirements are widely and consistently understood and implemented.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities
  • Participate in HSSE matters related to Engineering, Procurement, Construction and commissioning, and operation phases of the Terminal and Provide advice for day-to-day HSSE activities in accordance with designated areas of responsibility.

  • Ensure to implement OTTCO HSSE initiatives in their respective areas.
  • Provide support to the project by maintaining a visible presence to the field supervise site visits to the entire project.
  • Assist in the coaching, mentoring, and implementation of the HSSE programs in the field and Safe Act of Observation Programme.
  • Regularly review and be familiar with all applicable local legislation and applicable standards to ensure compliance.
  • Develop a Site Safety Management Plan (SMP) for the project to ensure a safe work environment for all company employees, contractors, visitors, and the community.
  • Regularly audit the site for HSSE compliance and update to ensure the alignment with project requirements and conditions. Conduct spot checks on activities (Working at heights, lifting operations, Driving, Chemicals, Hot works, excavations etc.,) and ensure all the control measures are implemented.
  • Organize and schedule required HSSE staff and first aid coverage.
  • Participate in Toolbox talks and other stands down talks with the workforce (if required) and Pre-start-up safety reviews (PSSR).
  • Provide technical guidance and input, support, and resource to all site managers, supervisors, foremen, and HSSE advisors to follow the HSSE framework
  • Ensure that all incidents are reported immediately.
  • Participate and assist the supervisors, foreman, and safety advisors in the investigation of incidents to determine root cause, and corrective actions where necessary and ensure corrective actions are closed with the time frame.
  • Ensure HSSE Advisors are verifying field staff training and competencies; consult the project management team and Safety Manager / Operation Manager for compliance and action plan
  • Maintain a daily working relationship with the line supervision (Contractors & Subcontractors) in relation to their respective compliance with the provisions of the HSSE policies, HSSE Plan, and legal requirements.
  • Determine capability requirements for the department and develop staff through the acquisition of skills and caching
  • Ensure new hires are orientated t the Constructing site, and all required documentation is completed accurately and forwarded to the head office.
  • Ensure safety signs with postings including but not limited to: Health and safety policy, inspection and audit results, project hazard assessment, location of first aid, etc. are maintained.
  • Prepare for, and participate in audits and good experience in the management of audits
  • Gain knowledge of the Terminal principles and the Terminal configuration.
  • Inspect project site to monitor HSSE, progress, and ensure conformance to design specifications and project standards.
  • Prepare and deliver presentations on certain subjects as the project develops and during the operation phase.
  • Be part of the Site Emergency Response Team and assume ER roles during emergencies.
  • Ensure effective implementation of Permit to Work/ Safe System work in their respective areas.
  • Provide regular, reliable reports and data for monitoring HSSE performance
  • Ensure that all equipment’s works equipment is inspected and labelled- certified by competent & authorized personnel.
  • STOP and report all unsafe acts and unsafe conditions.

  • Prepare, monitor, and control annual budgets for the section, monitor and control expenditure and review budget quarterly and annually during Mid-year budget reviews.
  • Better documentation, communication, and enforcement of safe working procedures.
  • Ensure HSSE and PTW systems are followed before starting a job, ensure proper use of tools and PPE, conduct regular site visits, advice co-workers on potential hazards, check safety equipment, notify management of unsafe working conditions, report HSSE incidents, actively participate in HSSE meetings.

Education requirements
Bachelor’s degree in Fire and Safety Engineering or related degree program.
Minimum technical academic/bachelor’s degree in an engineering discipline or industry experience

Language requirements
Excellent knowledge of written, read, and spoken English (required) , Arabic - Native (desirable)

Background and experience
Competencies and skills

  • Total 8+ years of experience related to HSSE in the oil & Gas Industry and at least 2 years in leadership role.
  • NEBSH General Certificate / SHA Internal Auditors Training
  • Competent in HSSE engineering principles
  • Good understanding and knowledge in risk management methodology, safety cases, etc.
  • Having good experience in management system audits.
  • Working knowledge in supervising Incident Investigation.
  • Proficient in computers, particularly Microsoft Windows, Outlook, Word, and Excel.
  • Knowledge of office software applications and planning tools.
  • Knowledge and experience in communicating with Contractors and Consultants.
  • Self-motivated and dependable, demonstrating strong initiative.
  • Know and manage own emotions, strengths, and weaknesses
