Head of Quality is responsible for establishing and maintaining Quality Management System within FANS in accordance with GCAA rules and regulations.
NATURE & SCOPE
Head of Quality is the nominated Post Holder for the Quality Management Post Holder Position and shall be acceptable to GCAA.
Reports directly to CEO, Manager ATS, and ATCTO Accountable Manager (where applicable) on the performance of the Quality Management System and on any need for improvement and on matters affecting the adequacy, accuracy and timeliness of quality management requirements of GCAA CARs.
Head of Quality shall have direct access to the Accountable Manager in accordance with GCAA CAR Part VIII, Subpart 4 and Subpart 5.
PRINCIPAL ACCOUNTABILITIES AND RESPONSIBILITIES
Procedural compliance;
Responsible for the compliance monitoring and quality management system implementation, maintenance, documentation, performance, effectiveness and oversight of the Organisation;
To ensure that the quality system provides the necessary assurance to meet the stated requirements for aeronautical data and data traceability to its origin in accordance with the GCAA regulations;
To ensure quality indicators are monitored to identify existing problems or potential causes of problems within the system;
To ensure corrective actions that have been identified within the system are corrected in a timely manner;
To ensure that preventive actions that have been identified within the system are remedied;
To ensure an internal quality audit programme is implemented to audit the Organisation for conformity with the procedures in its Quality Management Manual and associated documentation and achievement of the goals set in the Quality policy;
To ensure the continuing suitability and effectiveness of the internal quality assurance system through the use of statistical analysis and managerial review procedures;
Ensure that the quality assurance processes are developed in a continuous monitoring audit approach;
To ensure that the quality system provides the necessary assurance to meet the stated requirements for data quality, data traceability in accordance with the requirements of CAR;
Ensuring that quality staff members are trained, qualified and competent to discharge their related obligations;
Issue, review and amend Organisation Exposition, Quality Management System Manual (QMM), SOPs, Forms, Checklists, Supplementary Instructions, Temporary Instructions etc. in accordance with the regulatory requirements;
Ensure Organisation Exposition, QMM and other quality documents are reviewed annually;
Conduct quality related trainings as required by the organisation or by the GCAA;
Any other work related duty assigned by the CEO, Manager ATS or ATCTO Accountable Manager.
QUALIFICATION
The staff shall be able to demonstrate the following for the job role:
Educated, trained and experienced in Quality Management System;
Good command of verbal and written English;
Comprehensive knowledge of applicable requirements in the area of Air Navigation Services;
Understanding of the systems that support Air Navigation Services;
Comprehensive knowledge of Quality Management System and Auditing;
Knowledge in Safety Management System;
Knowledge in Human Factors;
Knowledge of ISO 9001, 14001 and BS OHSAS 18001 International Standards;
