MAIN OBJECTIVE OF ROLE: To be responsible for the initial set up, successful implementation and continued management of an EASA & CAR Part 21 subpart J approved Design Office, overseeing airworthiness functions and ensuring compliance with regulatory standards, while providing leadership and guidance within the design organization to support its objectives. KEY RESPONSIBILITIES:
Fosters a collaborative and supportive team environment that ensures application of best practices and identifies opportunities for enhanced processes.
Manages and leads the Airworthiness and certification office by create and keeping up to date a Design Organisation Approval (DOA) development and deployment plan.
Drafts and updates the design organisation handbook and associated procedures and the issuing of guidelines for documenting compliance.
Initiates and manages EASA and GCAA applications and implementation plan, while training and recruiting the design organisation staff and prepare sample certification projects.
Acts as a liaison between the Design Office (DO) and agencies with respect to all aspects of the DOA and any certification programmes.
Supports DOA operations by additionally performing checking/approval functions in areas of compliance verification specialisation.
Advises all areas of the design organisation in all questions regarding airworthiness, environmental protection approvals and certification.
Implements a system to monitor significant events on other aeronautical products as far as relevant to determine their effect on airworthiness of products being designed by the design organisation.
Implements a system to ensure the initiation of activities as a response to any failure (accident/incident/in service occurrence) evaluation and complaints from the operation and providing of information to the concerned Agency in case of airworthiness impairment (continuing airworthiness).
Ensures that the manuals approved by the concerned agencies, including any subsequent revisions (the Aircraft Flight Manual, MMEL the Airworthiness Limitations section of the Instructions for Continued Airworthiness and the Certification Maintenance Requirements CMR document, where applicable) are checked to determine that they meet the respective requirements, and that they are provided to the concerned Agency for approval.
Supports the Design Organisation in aspects of airworthiness and certification including contractor, subcontractor monitoring programs and related interface agreements (i.e DO-PO, DO-DO)
Supports other organisational units in the matter of qualification and authorization as well as support for the supply of quotations and logistic tasks.
QUALIFICATIONS:
Bachelor's Degree (3+ years)
Engineering Degree -OR- ICAO Type 2 Aircraft Maintenance Engineers Licence -OR- formal aeronautical maintenance training
Fluent in English
Professional ExperienceStrong, demonstratable experience in the field of aviation & design having previously held responsible positions (i.e. CVE, deputy or CoOoA/HoOoA, HOD). Preferably, holding these positions currently within an approved design organisation. The appointment as Head of Airworthiness will also be subject to acceptance by EASA & the GCAA. Thorough knowledge of procedures relevant to the classification, compliance demonstration, certification and continued airworthiness processes related to aircraft products along with, sufficient general airworthiness knowledge and authority to enable them to respond to national authorities and to implement necessary improvements. Solid understanding of the interfaces between Design Organizations & Production/Maintenance Organizations. Excellent technical, conceptual, and financial skills with the ability to simultaneously concentrate on several tasks will be required.
