Job Description

Role Purpose:

To develop, lead and oversee the Financial Affairs Section to ensure an efficient, effective and smooth implementation of all the functions, processes in compliance with regulations, standards and DCAA Strategy. Lead each team of finance function, which includes Finance Planning: Strategy, budgeting, forecasting; Finance Operations: accounts receivable, accounts payable, fixed assets, general ledger, fixed assets, cash management, financial reporting to both statutory and management purposes, and comply to the International Financial Reporting Standards (IFRS), finance policies and procedures, Dubai Government laws and regulations. Key Responsibilities/Duties: A. Functional:
1. Finance Planning & Strategy: Plan and implement short- and long-range financial goals; manage financial planning, KPIs, forecasts, reporting, and system management. Ensure financial analysis is conducted at the highest level to interpret trends, variances from budgets, and variances from standards, and provides advice and counsel consistent with established financial policy.
2. Annual Budgeting & Forecasting: Oversee preparation and implementation of the annual budget and budget forecasting exercise of DCAA in coordination with Department Director and Executive Director of Corporate Support and Communication Sector; facilitate the budget amendments & submission of said budget to the Director General for final approval, as well as the eventual submission to the Department of Finance.
3. Finance Operations - Cash Management: Oversee the liquidity via monitoring cash balances and forecasts, as well as monitoring revenue optimization, cost controls and cash flow. Develop tools and systems to provide critical financial decisions and make actionable recommendations on both strategy and operations to ensure healthy cash flow. Ensure the funding of growth and investment requirements are timely processed and met.
4. General Ledger, Accounts Receivable & Payable: Oversee, Monitor and analyze the trial balance and general ledger accounts, Accounts Payable, Accounts Receivable and other Finance Operations functions. Oversee closure of monthly and annual basis system of books of accounts, preparation of management reports, financial statements and financial information required by the administration.
5. Regulatory Reporting: Ensure timely preparation of reports, finalization of the Financial Accounts & preparation Financial Statements; oversee the closing of the Financial Modules in GRP System. Ensure compliance with IFRS and Financial Circulars of Dubai Government and submissions of reports on or before the deadlines.
6. Financial Systems: Oversee implementation, operation and maintenance of the Government Resource Planning (GRP) system, Budgeting – Hyperion Systems, DCAA Services – ePayment, other internal systems and ensure inbuilt financial policies in related information technology (IT) software’s and GRP financial systems.
7. Assets & Property: Ensure monitoring of the movement of inventory items, acquisitions, disposal, and replacement of DCAA Assets; Review DCAA Capital Expenditure and recommend opportunities for cost reductions.
8. Revenue Development: Study DCAA’s revenue opportunities, application of various tools of analysis, costing, review suggestions, initiatives to provide key reports & recommends to the Authority’s Management. Involvement in revenue improvement measures such as identify new services, pricing of new services, revision of existing prices, and facilitate the approval process for the implementation.
9. Compliance & Audit: Ensure all reports and statements firmly comply with DCAA Policies procedures and accepted practices. Furnish information, clarifications and documentation related to budget to Statutory Auditors, Internal Auditors.
10. Other duties: Perform other finance related duties, Projects, events and activities as may be assigned from time to time.

B. Managerial:
1. Strategy: Set, communicate and oversee implementation of the Section/Department/Sector’s strategy in line with the overall objectives, mission and vision of DCAA.
2. Budget: Set, consolidate, review, monitor and allocate the Section/department/tor's budget; and forward to the Director for further approval (in coordination with Accounting Section).
3. People Management: Provide direction and manage subordinate staff in performing their delegated tasks; Provide professional development opportunities and perform periodic performance appraisals for reporting staff (in coordination with the HR) and recommend incremental increases and levels of financial rewards, e.g. bonuses and annual pay rises for staff.
4. Training & Development: Ensure that all direct reports acquire the required skills and knowledge through appropriate training programs (in coordination with the HR).
5. Policies, Procedures & Processes: Ensure that the performance of various assigned tasks, and the conduct of staff within the Section are in accordance with the Section's policies and procedures.

Academic Qualifications:
  • Bachelor’s Degree / Master’s Degree in Business Administration and Accounting or equivalent degree
Certifications:
  • Professional qualification such as Chartered Accountant or Certified Public Accountant (CA/CPA)
Professional Experience:
  • More than eight (8) years’ working experience in finance, specifically in accounting, planning, budgeting, and reporting functions
  • At least four (4) years in managerial role
