Head of Engineering - Technical Training & Manpower Grade: GG14 Location: Dhahran JOB PURPOSE

BAE Systems is the UK Government's nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons. JOB ACCOUNTABILITIES Lead the Engineering delivery on the large, high value and strategically important Naval Technical Training, Technician Training Service and Naval Officer Training projects, to ensure successful outcomes in line with agreed customer & internal stakeholder requirements. Role will include the leadership of the engineering team and will require the incumbant to ensure the strategic aspects of the Engineering function are championed and delivered within the scope of responsibility. Reports to the Programme Director and a member of the Senior Leadership Team, with functional accountability to the SBDCP Engineering Director. The role holder will lead the Engineering teams embedded within Technical Training including Naval Technical Training, Technician Training Service and Naval Officer Training, as well as the Engineering required in support of LOA5 Manpower Provision and LOA13 Directed Procurement and future bids. This role will include: · Capability development and insertion: developing and delivering state of the art training tools, methods and media. · Customer facing contracting with both the RSAF and RSNF. · Engineering oversight of the LOA5 (Manpower) & LOA13 (Directed Procurement) Provide leadership, direction, guidance, deployment of capability, governance, control of the engineering function such that products and service are fit for purpose, safe, and meet business, legal, regulatory and customer requirements. · Work with and develop close working relationships with customers, stakeholders and partners within and external to BAE Systems such that interfaces are managed effectively and technical specifications and requirements are understood and delivered to meet exacting requirements. · Influence, develop, and shape contracting requirements and subsequent signoff against the agreed acceptance criteria. · Work closely with the Supply Chain to ensure governance and delivery of safe, secure, quality and conforming products & services to the Customer. · Member of the Technical Training & LOA5 Senior Leadership Team - participate in discussions and decision making concerning the strategy and strategic direction of the business. · Ensure appropriate governance and signoff of Design Reviews within the business including agreement on the appointment of Design Reviews Chairs. · Perform appropriate engineering planning, management and review activities to ensure Products are integrated, safe, compliant, and delivered within agreed requirements for cost, quality, time and schedule. · Implement a structured engineering LCM and common engineering processes across projects in line with BAES policy. · Ensure developed solutions are clearly defined, integrated, configured, controlled and delivered, including resolution of conflicts and integration issues that occur through development and delivery phases. · Ensure capability and skills development, performance optimization & maximization and efficient use of engineering and functional resources across multiple projects. · Identify resource requirements through the lifecycle of the project and manage engineering resource within agreed limits. · Assure the maturity of the developed solutions is appropriate for the specific requirement and that all technical risks and opportunities are captured. · Review the processes and procedures within the span of control to reduce waste, improve efficiency and establish a dynamic and flexible best in class capability. · Lead and manage engineering staff; ensure each team member is assessed, developed, deployed and skilled to maximize their personal contribution and to meet the requirements of contracts, schedules and specifications. · Interface and influence internal and external (customer and other stakeholders) such that product offerings meet requirements and specifications.

RECRUITMENT SPECIFICATION The role holder will be familiar with BAE Systems training offerings, both within KSA and ideally in the UK and the GCC region. The role holder will be expected to have expert knowledge on the Systems Approach to Training, and be able to demonstrate that knowledge applied a programme that they have delivered. The role holder will also need to have a good knowledge of UK MOD training, from a Customer/User perspective, and be familiar with UK training establishments, either within the Company or the Customer/User community. The role holder will be expected to have a sound network of experienced professionals in the Training domain, within the Company and the UK/User MOD or equivalent training establishments in the GCC. Training is a highly competitive environment with relatively low barriers to entry, as such BAE Systems needs to continuously innovate to ensure that it's offering remains high value to the Customer and highly desirable for the staff and students involved in the Training. FUNCTIONAL KNOWLEDGE REQUIRED (qualifications/experience): A senior Engineering Executive, with in excess of 10 years' experience of leading large complex multi-million pound defence/Engineering projects, majoring in the discipline of Training. The role holder will be highly self-motivated, and set direction for all aspects of Engineering within Technical Training and LOA5/13. The role holder will have excellent leadership skills with the ability to inspire direct reports, and Engineers within BAESSA and Supplier/external organisations. The role holder will provide advice and guidance on a range of Training and Engineering related topics to all levels within Technical Training, also across business and functional stakeholders within BAESSA/KSA and the RSAF/RSNF as required. Technical Training is a fast moving business, delivering high quality Training using the latest technologies and methods. The role holder will: · Be capable of holding a Letter of Engineering Delegation and registration with the Saudi Council of Engineering. · Discharge aspects of Engineering Authority on behalf of the LOB EA, to ensure functional and governance requirements are met. · Ensure that products and/or services delivered by the Business comply with the required levels of Safety, Environment and Security defined by the relevant Technical Authority. · Ensure all engineering activities are undertaken in line with the Operational Framework and that compliance with all engineering policies is maintained · Professionally registered preferred, ideally CEng. · The role holder is educated to Engineering degree level, with substantial Engineering experience
