Job Description

Job Purpose Plan, manage and lead all operations in the construction management within Engineering Services for identified and approved projects ( modifications and CAPEX construction projects) for company, across all sites, from data collation, conception to project handover phase within approved project parameters while ensuring alignment with industrial best practices / company guidelines and stakeholder expectations in order to meet customer satisfaction, in accord with the projects vision and business strategy.

Key Accountabilities

Strategy Contribution and Implementation

Contribute to the development, in consultation with the Engineering Services Manager, the departmental strategy and support effective cascading of the departmental strategy into sections policies and procedures of the section in line with the overall business objectives of the Engineering Office Division.People Management

Manage the effective achievement of objectives through setting individual objectives, managing performance, developing, and motivating staff, provision of formal and informal feedback and appraisal in order to maximize subordinate and the overall performance.Organization Structure

Support the Engineering Services Manager in defining an optimum structure for the plant so that resources are optimally utilized, and communication can take place in an efficient manner.Budgets and Plans

Prepare and propose the budget for the Construction operations, monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.Performance Management

Collaborate with department management and carry out effective cascading of defined Key Performance Indicators (KPIs) for the Construction section in alignment with the strategic objectives and operational needs while leading the periodic monitoring of same in relation to the targets and providing feedback and guidance on handing any non-conformances to achieve defined objectives in line with company standards and guidelines.Project Execution and Management

Lead the development of initial project concept document, project scope and initial feasibility study, project schedule, JSA, erection schemes, construction concept for assigned projects in liaison with engineers and end users for presentation to management. Organize and supervise the activities and work of the team of engineers and contractors to ensure that all work within all assigned project activities are carried out in an efficient manner which is consistent with operating procedures and policy. Contribute to the preparation of the project budget with the cost estimation team and monitor financial performance versus the budget so that the business is aware of anticipated costs, cash flow and areas of unsatisfactory performance are identified. Manage the design review and comment process on consultants/contractors concept/design/ working drawings, specifications, tender documentation, and submittals, for projects fully assigned to construction, to ensure compliance with company standards and project briefs while meeting end-user requirements. Determine overall project resourcing, identify risks, and prepare contingency plans for all improvement projects of projects to ensure that the goals are achievable within required schedules and budgets. Lead the conducting of costing of materials, equipment, or labor to determine project feasibility. Lead and participate in the selection of vendors and ensure effective coordination with vendors for all aspects of project design and execution in order to achieve successful completion of projects as per defined quality standards and guidelines. Manage to collect, validate, and analyze information on project progress against plan to highlight key variances requiring cross-functional resolution and to maintain senior executive confidence in project management and delivery. Manage and guide the team and contractors resources for successful implementation of the improvement projects in order to achieve all contractual milestones aligned with quality measures as per overall baseline schedules and within allocated budget. Lead the projects from the technical aspects of methods of implementation in design, planning, and construction to handover, cost and schedule control, and evaluation of alternatives in engineering design and construction methodologies, coordination of issues related to procurement, environmental and third-party permits, contracting, construction management and commissioning activities to ensure successful achievement of project objectives. Identify potential risks on project execution along with recommendation of viable mitigation measures to company senior management. Manage all internal and external project interfaces and act as the companys representative with all authorities and third parties for successful coordination and construction project implementation. Guide and oversee the management of all projects under the section through effective communication and liaison with all departments of company, government bodies and external contractors ensuring that the execution of projects is carried out smoothly with respect to performance and progress through all phases of the project till completion and successful handover.Site Inspections

Manage conducting of site inspections on regular basis to follow-up on work progress, and safety, of all related aspects ensuring that work progress is carried out as per approved work schedule, and that appropriate resources are allocated as per the contractual agreement.Contractor Selection & Management

Provide assistance in developing RFPs and RFQs relevant to construction operations and participate in short listing contractors, consultants, etc. while monitoring all contractual activities related to the department to ensure cost effective and quality services are obtained for company from all contracts. Lead/prepare tender documents for all requirements within the engineering services department and participate in the technical evaluations/verifications of contractors/suppliers during the tendering process to facilitate effective selection of contractors to suit project requirements. Recommend scope of work and specific conditions as necessary for all related initiatives, ensuring that those specific materials meet the required specifications and standards and are within authorized budget limits. Ensure effective coordination and monitoring of contractor staff, endorse work carried out by contractors and thereby facilitate timely completion of tasks as per required Quality/HSEQ standards.System Management

Lead the effective administration of SAP processes within the section and adherence to SAP guidelines in all related aspects of annual and monthly planning, scheduling, master data management, in order to ensure system/data integrity in line with defined company standards. Lead the effective administration of the IT enabled work order management system including online integration with associated departments to achieve defined mechanical maintenance objectives.Relationship Management

Develop and maintain effective business relationships with all relevant internal departments & external entities (such as stakeholders, government authorities, key stake holders etc.) with the highest standards of business ethics, whilst promptly attending to all critical issues in-order to ensure the services required by the organization are delivered in the most effective manner.Continuous Improvement & Manufacturing Excellence

Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of construction operations, systems, processes, and practices taking into account international best practice, improvement of business processes, cost reduction and productivity improvement. Prepare feasibility studies for new installations, replacement or repair of existing plant and equipment including technical evaluation, specifications, and materials for modifications together with process diagrams and cost estimates; prepare for follow up reports and evaluation on the modifications completed.Committees

As a member of various committees assigned by management; review proposals, processes, projects, and new initiatives related to all operations of the plant and provide expert advice and recommendations to the top management whilst actively engaging in sharing of best practices with internal and external counterparts to support optimum deployment of resources and achievement of high productivity levels and operational efficiencies.Policies, Systems, Processes & Procedures

Support enhancement of departmental policy and procedures and develop/enhance procedures related to respective section, implement procedures and controls covering all areas of plant activity to ensure adherence and effective implementation.Quality, Health, Safety & Environment

Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude. Together with HSEQ department, ensure that safety rules and regulations are fully explained to contractors and appropriate safety and protective equipment is ordered and stocked; safety notices are prominently displayed in all work areas and that all accidents and incidents are efficiently investigated and analyzed whilst ensuring that measures are implemented to avoid any recurrence.Statements and Reports

Supervise the preparation of timely and accurate construction statements and reports to meet company's and department requirements, policies and standards.Related Assignments

Perform other related duties or assignments as directed. Qualifications and Experience

Bachelors degree in Mechanical/Electrical or Civil Engineering. 11 years of related experience in the assigned field of engineering with at least 6years of growing managerial/team leadership responsibilities and project management exposure.
