Overview / Responsibilities

Wood is currently looking for a Head of Commissioning and Start Up to join the Duqm Refinery Project in Oman

This role will be on a 8 Weeks On / 2 Weeks Off rotation on a single status at Duqm Site.

Job Responsibilities Drives and assures delivery excellence in commissioning and start up activity across all three EPC packages. Accountable for functional management and development of commissioning and start up resources and governance of commissioning and start up practices and procedures. Has functional oversight of the performance of all commissioning and start up in the project Define and guide the growth, development and delivery performance within the region supporting the development of technical strategy and inputting to the related business plans and strategic imperatives. leads by example, consistently displaying and enforcing the Company's values and behaviors, role modelling commitment to the highest standards of safe and ethical behavior and creating an inclusive work environment., to ensure safe and reliable operations, on-time delivery of executed work, and client satisfaction. Will provide guidance and direction to the Commissioning management and support teams in day-to-day management of technical delivery, ensuring appropriate governance and controls are in place and ensuring compliance with the project standards of technical integrity. Commissioning Start Up Delivery & Performance Drive HSSEA culture and performance, with particular emphasis on site-based projects and HSSE input to design to minimize site risk. Ensure the safe and secure delivery of projects and contract margin Ensure that Commissioning Management manage their scopes effectively in line with company policies and procedures and within the requirements of contracts signed by clients Ensure that risk management process is followed on projects Ensure that Project Management and Project Control personnel manage commissioning scopes effectively in line with company policies and procedures and within the requirements of the contracts Ensure commissioning proposals and projects are resourced with suitably qualified personnel in line with the requirements of the proposal and the project Manage and work within departmental overhead budgets, and manage utilization of resources vs workload to minimise non-productive time Strategy and Development / Business Development Provide support to the business development process to identify and win new work for the business Lead development of the Commissioning Management System involving specialist system suppliers and other Discipline Heads Provide commissioning and start up input to proposals to demonstrate capability and identify appropriate key resources Provide technical input to bids and bid reviews including identification and support of subject matter expert People and capability Line Management of direct reports and oversight of all commissioning engineering and management resource, line management responsibility includes pay reviews, performance reviews, career progression, training, and development. Under guidance from EMEA leadership, set the vision and strategic direction for the commissioning group Identify and communicate the actions needed to implement the commissioning group's strategy; explain the relationship to the broader organization's mission, vision, and values; motivate people to commit to these Determine future resource and capability requirements within the commissioning group to deliver current and future projects. Support recruitment and selection of senior and key roles. Identifies gaps within the technical skill set and pursues opportunities to upskill Oversee formal development framework for the commissioning function, ensuring effective planning and delivery of career development for commissioning resources takes place Technically supports workforce planning reviews, responsible for ensuring organizational histograms identify actual business requirements Accountable for ensuring appropriate and effective competence assurance across commissioning group Manage and report on the performance of a substantial, diverse team; set appropriate performance objectives for direct reports and wider commissioning team members and hold them accountable for achieving these; take appropriate corrective action where necessary to ensure the achievement of team objectives. Create a positive working environment for diverse commissioning resources to flourish, ensuring recruitment, selection and development processes are inclusive and free from bias Ensure the development of personnel to take more senior roles as their career progresses. Lead allocation of field commissioning resource to projects and provide support to resource projects within the wider organisation. Governance, Policies and Procedures Develop local Commissioning processes and procedures in line with project requirements Be familiar with the project technical applications and manage the optimization of their use in field commissioning projects Participate in Project Management reviews Skills / Qualifications

Bachelor's degree in Engineering or higher qualification required as a mandatory Minimum of 20 years' experience in the oil and gas industries Track record (over 10 years) experience in a PMC organization in the field of refinery / petrochemicals industries 5 years' experience in a similar management position Previous commissioning experience on major projects of over US $500 million Experience and willingness to work in an overseas environment is required Significant broad and deep knowledge and experience of commissioning of complex projects, typically gained through extensive CSU experience in the relevant industry sector Experience and understanding of commissioning tools and processes A substantial track record in overseas environments, especially the Middle East, is preferable Proven strong character and self-motivated individual Proven ability to engage in effective dealings with both client / owner and detail design Contractors Strong project-based delivery experience; strategic thinking; oral and written communication skills Proven leader in delivering work safely Experienced in project delivery Company Overview
