Head of Commercial Grade: GG14 Location: Riyadh, Saudi Arabia JOB PURPOSE BAE Systems is the UK Government's nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons. JOB ACCOUNTABILITIES To be fully accountable for leading ISE's Commercial functions to meet customers' contract requirements and work closely with the ISE's procurement team to minimize ISE's overall purchasing costs without compromising quality or reliability of supply and within ISE commercial and procurement policy. The Head of Function is responsible for ensuring a high-performance working environment through instilling a culture of compliance and continuous improvement within their function. They are fully accountable for all the resources contained within that function. The Head of Function is also accountable to contribute to the business strategy and implement plans for their respective function in line with the requirements defined in the BMM and Annex and other corporate requirements. People Management Ensure the function fully adheres to all ISE and regulatory frameworks, polices, instructions and processes defined in the BMM Ensure their function's deliverables are met and exceeded to the internal or external customer contracted requirements and agreed business plan Timely resolution of any performance, grievance, legal, governance, quality, SHE, Security, disciplinary or other issues raised relative to their function Prioritize available resources to meet the requirements of the business, identifying and recruiting key talent to meet the business requirements whilst ensuring the function's labor costs remain within the budget Provide clear top-down communication to employees and bottom-up feedback to the Management Set performance objectives and provide feedback on performance in line with ISE performance management system Establish, sustain, coach and continually develop ISE commercial skills set Planning and Strategy Responsible for the development of ISE's commercial approach and supporting the bid strategy; establish investment, resource budgets, plans, policies, systems, KPIs, key business processes and procedures that will achieve the strategic objectives and business plans of the company Ensure implementation of agreed business plan across their function to agreed financial and performance metrics Communicate ISE strategy and business plans to the function Functional Capability Responsible for Implementing and managing an effective commercial organization with governing processes and procedures defined in ISE BMM to ensure commercial integrity of all contracts and bids Lead the team in the support of business winning, negotiations, contract award and project implementation through to project closure, ensuring that all commercial aspects in respect of the obligations and commitments agreed with Customers are met Further the professional capability of ISE commercial function to meet and exceed all regulatory requirements On request of C&P Director, effectively contribute and provide support to the ISE Management Committee Contract Management Lead the formulation and delivery of all commercial aspects of proposals/tenders for a diverse range of IT products and services, their approval through an authorization process, agreement with the Customers and subsequent launch and effective commercial management during project implementation Lead the drafting of contracts and gaining of approval for entering into contract through the various functions (e.g., business winning, procurement, legal, finance, projects, QA and engineering) Ensure that all ISE contracting is prosecuted under acceptable terms and conditions Establish contract pricing to deliver returns consistent with ISE IBP Manage all Customer contracts (Sales contracts) and work with the procurement team with respect of key Partners contracts (Purchase contracts) ensuring commercial management activities are performed in accordance with the contractual scope of work and other contractual requirements, with adherence to the gated process review cycle guidelines and mandates Manage the contract launch activities, setting and releasing of budgets, supporting the procurement team with the supply chain activity. Manage the delivery of commercial reports and briefs along with inputs to Contract Status Reviews (CSRs), project reporting, and supplier performance metrics Procurement and Supply Chain Management Support the procurement team with negotiations, and manage complex and strategically important supplier and vendor relationships through partnership agreements with major subcontractors that secure terms that are in ISE's best interest Support the procurement team and business winning in Managing the setting up key strategic Partnerships that benefit the development of ISE capabilities and maximize ISE leverage in the IT market Work with the VP Business Winning to ensure the Procurement strategy is aligned with the ISE Market Strategy Support the procurement team to ensure the suppliers / subcontract budgets are managed within the contractual constraints, driving compliance to flow down terms and conditions. Legal Management Support the ISE's legal team in providing services and solutions, across all ISE departments, to support and protect the value of ISE Support the legal and procurement team to ensure suppliers selection and approval, whether competitive / non-competitive, is managed in accordance with ISE Process and Procedures (e.g. ethical trading, QA checks, legal and due diligence requirements) Support the legal team in providing legal support to bids and projects at each stage of their life cycle, reputational and non-functional risk management, legal and regulatory compliance and governance, including Export Controls RECRUITMENT SPECIFICATION Relevant Degree or equivalent commercial/ procurement experience Knowledge of business unit/commercial policies An understanding and comprehension of Commercial Contracts & Law Negotiating skills Experience of dealing with domestic and international suppliers Accredited or studying for the Chartered Institute of Purchasing and Supply (CIPS) or the International Association for Contracts and Commercial Management (IACCM) or equivalent qualifications. Good understanding and application of the Functional Governance Manual.
