Job Description

JOB RESPONSIBILITIES JOB ROLE we are looking for a candidate for the Head - Information Communication & Technology to lead the Information Communication Technology function and oversee continues operation and cost efficiency of system, network, database architecture and data security, in order to achieve consistency and reliability of hardware, network (WAN and LAN), software, non-systems tools, data management, digitalization and offsite disaster recovery management. To lead the development, implement and maintenance of applications to support our strategy and enhance performance. JOB RESPONSIBILITIES Strategic

  • Participate in developing the company's strategy for using technological resources; translate and cascade strategic direction and plan and ensure the ICT strategy and plans are aligned to the overall strategy of the organization.
  • Prepare operational plans for the ICT department to ensure that all necessary ICT tools, processes, and systems are in place to meet the requirements of the business and contribute to the achievement of short- and long-term goals of the organization.
  • Direct the development, implementation, and maintenance of all policies and procedure related to Company's ICT services to ensure that resources are used to provide best in class ICT services that are in line with organizational growth.
  • Assure data analysis and business intelligence information to support the organization & plans and decision making; present to the CEO and BoD and other executives the benefits and risks of new ICT- related projects.
Budget
  • Prepare/recommend the development of the section/department budget respectively, and monitor financial performance versus the budget to ensure alignment
  • Monitor KPIs and IT budgets to assess technological performance of the department.
  • Applications Development & Implementation
  • Oversee the development of applications over its entire lifecycle in line with best practice SDLC methodology and ensure its implementation and maintenance over the lifecycle of applications.
ICT Management
  • Provide methods, tools, and procedures for data integrity assurance, exercise control and monitoring of corporate ICT projects progress.
  • Plan, implement and oversee services related to user support, managing and maintaining ICT information and systems, assure internet, intranet and internal communications systems.
  • Continually improve the quality and cost efficiency of the ICT services, and guarantee a daily operation to ensure organizations ICT systems comply with regulatory and legal requirements
Continuous Improvement
  • Lead the identification of opportunities for continuous improvement of Strategy &Performance policies, processes, practices, contemporary theories and methods taking into account 'international best practice', improvement of processes, and service quality improvement
Operational Unit Management Manage the day-to-day operations of the ICT unit providing leadership, guidance and expert advice, encouraging teamwork and facilitating related professional work processes in order to achieve high performance standards in line with strategic objectives. Direct the process of effective department performance, overseeing performance management, recruitment, training and development of spectrum management staff to ensure high levels of engagement and a motivated work environment. KEY INTERACTIONS 1. Internal All departments - CEO, CEO directs reports, Head of SBU's 2. External Customers - IT Auditors, IT Consultants, External Audit, Vendors/Suppliers Government agencies and ministries 3. Level of external interaction This position requires a high level of external interaction Education
  • Master's degree in IT or related subject >= 10 years relevant experience, or
  • Bachelor's degree in IT or related subject >= 13 years relevant experience (To be amended upon approval of HR Manual)
Experience
  • Greater than 10 years
Skills
  • Strong knowledge of all aspects of operational IT and communications management
  • Strong knowledge of business applications field
  • Strong written and spoken communication skills
  • Ability to deal with people with different cultural and ethnic backgrounds
  • Strong analytical and strategic thinking skills
Business Understanding: Strategic thinking and strong business acumen. Well-versed in current technological trends and familiar with a variety of business concepts ADDITIONAL QUALIFICATION /CERTIFICATION REQUIRED
