Primary objective Coordinate the overall cost analysis activities on one or more major complex projects; assuming responsibility for preparation, quality and accuracy of project cost reports; establishing liaison with project management and clients on all matters relating to cost control; assigning and reviewing work of subordinate cost analysis staff.

Specific Accountabilities

Prepares material take-offs on the most complex projects, drawings, and plans. Reviews take-offs provided by the Engineering Department and checks for mathematical and technical accuracy. Prepares accurate pricing of estimates with the proper level of detail, including labour, material, and subcontract items. Develop procedures for the preparation of estimates for modifications and additions facilities. Prepare and/or supervise the preparation of estimates in accordance with the approved procedure for all phases of the works from the agreed engineering deliverables to the appropriate level of accuracy. Researches and reviews construction and design documents and analyses specifications to determine estimated costs Prepare rationale statements to support the estimate identifying areas of weakness and or areas of risk. Carry out validation and verification of the estimates using high level norms and by comparing with previous estimates, outcome costs and vendor prices. Prepares and presents estimates to management Keeps current on market conditions and construction industry trends and disseminates information to team Continuously monitor the performance of the estimating process as part of the KPIs for the contract. From evaluation of the KPI data identify and make recommendations for improvement of the process. Assists in training, developing, and maintaining a staff of estimators qualified to carry out departmental and project needs. Assigns estimating personnel to projects and supervises their activities, reviewing work produced for accuracy. Reviews contractual documents and modifications to determine scope of work and scope of changes. Assists project management with preparation of schedules for estimate preparation, review, and publication. Develops forms, formats, and procedures to improve the quality of work produced in the Department. Interfaces directly with clients. Leads a small estimating organization of 1 to 4 employees who are qualified to perform capital cost estimating requirements. Serves as a part of the Company's Quality Improvement Team. Accumulates, evaluates, and documents historical cost data and construction procedures and methods in order to maintain current estimating standards and data bases. Completes other responsibilities associated with this position as may be appropriate. Quality Assurance - Responsible for working within the provisions and guidelines of the Quality Assurance system Safety - Responsible for personal safety safe working practices. Understand and follow OH&S procedures. Essential Skills/Experience

The ideal candidate will have a Bachelor Degree in Engineering or an Engineering qualification or equivalent experience in engineering / construction The ideal candidate will have a minimum of 15 years of experience in their career. The ideal candidate will have a minimum of 10 years of experience within the Oil & Gas / Petrochemicals Industry. The ideal candidate will be required to prioritize Budgets; Time management; Resources - training and succession planning The ideal candidate will be able to demonstrate an awareness and understanding of industry standard practices in cost control activities. The ideal candidate will have demonstrated relevant industry estimating experience, ideally gained within the oil and gas industry, knowledge of project management systems interfaces, i.e. Planning Tool (P3/ P3e with In Control, SAP, and any other systems, Via SQL) capable of controlling and monitoring project progress and expectations. The ideal candidate will be able to demonstrate commitment to HSE management in a project environment as well as a high level of organizational and planning skills.
