Fleet Planning Lead - KFAA Grade: 5 Location: KFAA, Al-Majma'ah JOB PURPOSE BAE Systems is the UK Government's nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons. JOB ACCOUNTABILITIES Accountable for developing Technical Operations Strategic and Tactical Fleet Plans through the use of GOLDesp and appropriate planning tools such as WITNESS and LRP. Taking in to account scheduled maintenance requirements, modification and capability upgrades and assessing their impact on fleet plans, aircraft availability and recommended planning strategies. Gaining endorsement of any plans by O&AT Fleet Manager, O&AT Senior Management and RSAF HQ and on base Operations. Manage flying rate adherence, Flying Hour (FH) and Fatigue Index (FI), across the O&AT PC-21 and Cirrus fleets to effectively manage airframe life consumption. Manage adherence and any deviations to the approved fleet plans. Manage and task maintenance through a robust Pre Input Review Meetings (PIRM) and Aircraft Statement of Work (SoW) process. Ensuring Work Packs are generated on time by the KFAA team and that all stakeholders deliver their responsibilities in support of scheduled maintenance tasking's to ensure aircraft enter and leave maintenance on time ensuring adherence to the agreed fleet plans and budgeted costs. Manage maintenance scheduling effectiveness and compliance against approved fleet plans, through liaison with stakeholders and agreeing and implementing recovery action when appropriate. Manage the fleet Spares Disposition through analysis: The Tech Ops Fleet Planning Lead Riyadh will manage modelling and analysis to develop recommendations as to the appropriate spares disposition configuration standard mix within the stock holding verse the aircraft configuration standards and fleet draw down and build up profiles. This will enable the "best fit" of spares disposition to match the current and projected aircraft fleet configuration based on the aircraft standards projected in the approved Fleet Plans. The activity will require liaison with Tech Ops UK based staff, the on-base Stakeholders and project Supply Chain planning team to drive the management of the spares for the correct mix of assets to support fleet profiles. Fleet Planning Support: Provide SME support to KFAA Fleet Planning Team and Aircraft Record Teams and Maintenance organisation as appropriate to deliver the O&AT Contract and Fleet Planning Service. This will include GOLD / IMS User support, supporting the introduction of change and process implementation for the O&AT Fleet Service solution. Develop, implement and maintain O&AT Processes and Procedures relating to fleet planning and aircraft records within Technical Operations and Fleet Planning and Aircraft Records teams at KFAA. Aligning and complimenting both BAE Systems processes and those of the RSAF Instruction Manual suite of publications. Generate and maintain status reporting relevant to fleet planning and management Assist with providing structured On-the-Job training for Saudi National Fleet Planning and Aircraft Records staff, through coaching, work experience and mentoring as appropriate. Key player in the development, delivery, implementation and OJT of any Fleet Planning tools. Providing Super User support across the O&AT programme specifically on the WITNESS and LRP tool and GOLDesp. Key player in the development, delivery, implementation and OJT of any Fleet. Manage a programme of assurance activities for the Fleet Planning and Aircraft Records service on base at KFAA . Manage the Fleet Planning element of the MDAL input/recommendations. Bid Support: Manage fleet modelling, analysis and provide recommendations to support Bid activities. This includes provision of flying programmes / profiles, maintenance event profiles, maintenance track requirements and spares profiling. Conduct Performance Reviews for staff. As required deputise in periods of absence for the O&AT Fleet Manager and KFAB Lead Engineer if appropriate. Review Technical Instruction (TI, TCTO, and SB's) requirements with O&AT Aircraft Records personnel, KFAA Operations and Supply in order to asses impact on the fleet and recommend effective embodiment strategy for endorsement by O&AT and RSAF HQ. Review of reports and recommendations issued by O&AT Technical Services - Reliability Team in conjunction with O&AT Technical Specialists and KFAA Operations personnel in order determine appropriate actions to initiate further investigation and actions to minimise any fleet implications. Direct ad-hoc analysis of specific system in-service data by O&AT Reliability Team and Technical Specialists in order to improve the efficiencies and reduce costs of fleet operations Champion the transfer of Best Practice across the KFAA and KFAB Fleet Planning and Records Teams. Deputise for the Fleet Manager as required. RECRUITMENT SPECIFICATION Qualified to HNC or equivalent Qualification in an Aeronautical / Mechanical engineering discipline. Extensive experience in a supervisory position within the Fleet Planning and Aircraft Records discipline, having held the position of superintendent working in a military environment as a Subject Matter Expert (SME) in Fleet Planning and Aircraft Records is essential. Extensive experience gained in an aircraft support and maintenance environment is essential. Can demonstrate SME knowledge of the military technical environment and military Customer requirement as applicable to Hawk T-21(PC-21) and T-22 (Cirrus) aircraft type(s) is essential. Can demonstrate a high IT competency for MS Office and other IT Tools especially GOLDesp, WITNESS and LRP Maintenance Planning tools is essential to this role. Be regarded as a Subject Matter Expert (SME) in the use of WITNESS and LRP with a detailed working knowledge of using WITNESS and LRP in developing Fleet Plans and identifying BoM profiles for the supply and maintenance organisations. Essential to have both demonstrated practical SME "User" and technical knowledge expertise in Fleet Planning and Aircraft Records to provide OJT to Fleet Planning and Aircraft Records team members in the use and exploitation of GOLDesp in support of their deliverables, and maintaining configuration management and integrity of aircraft data. Essential to have demonstrated experience in developing fleet Strategic and Tactical scenario plans to inform critical business decision making and to develop the capability within the on base Fleet Planning team. Demonstrated experience of managing the Aircraft SoW (PIRM/PORM) process for tasking maintenance utilising GOLDesp is essential. Demonstrated modification programme management experience of the in service fleets managing to tight budgets and programme requirements is essential. Essential that the Job Holder has flexibility to travel on a regular basis in support of the Business activities, as required to support any transition in Fleet Planning and Aircraft Records management process change and implementation, also championing Best Practice across the O&AT operating bases to develop the service. The Job Holder will have the overall responsibility for the on base teams delivery and therefore essential he can demonstrate a high degree of service delivery in this type of a role. It is essential that the job holder is capable of applying his SME knowledge and experience efficiently and without the need to rely on others and has the confidence in making decisions and being accountable for decisions and recommendations made. Essential he can develop technical and business solutions, options and proposals to provide recommendations for senior management to base business decisions on. Demonstrated experience of managing the Fleet Planning interface with the Customer, MROs and relevant Suppliers in order to deliver meet and better the required standards of contract delivery and airworthiness safety is desirable.
