Overview

**This position will be physically located in Kuwait in support of LOGCAP**

+ Responsible to respond as a crew leader of a fire department crew to save lives; provide first aid; preserve property, the environment, and mission functions, mitigates hazards during fires, leads medical emergencies, hazmat incidents, technical rescues, natural disasters, aircraft accidents, or other emergency events. Uses a variety of specialized protective gear in situations where poisonous gases, radioactive materials, and hazardous biological products may be involved.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ A Fire Lieutenant is a work leader (crew-chief) responsible for directing and participating in the work of the crew of one piece of firefighting apparatus. Typically, the crew chief performs the following. Directs the crew in firefighting activities, working from specific orders from higher level supervisors at the scene; directs and participates in practice drills and training classes for the assigned crew; directs the crew in fire protection inspection functions; assigns crew members to station maintenance work such as cleaning equipment; prepares reports for the supervisor concerning fire runs, training, inspection, or other topics; and takes charge of all firefighting activities at the scene of a fire in the absence of the supervisor.

+ Conducts recurrent proficiency training and OJT. Applies industry standards and accepted trade practices to perform tasks required to execute and accomplish emergency incident objectives and directions. Attends all training, instructs classes as required, and participates in the DoD Firefighter Certification Program and physical fitness programs.

+ Exercises caution to avoid personal injury and property damage. Accountable for meeting the requirements of NFPA 1582 Standard on Comprehensive Occupational Medical Program for Fire Departments and maintains the ability to pass physical fitness exam IAW NFPA 1500, and is subject to drug testing and background investigation.

+ Conducts fire risk management surveys and company inspections. Provides fire safety training and education to the general public, soldiers and other members of the community. Conducts facility inspections and prepares pre-fire plans. Accountable for conducting fire inspections and fire safety programs.

+ Effectively communicates in English both verbally and in writing. Thoroughly understand policies, rules, regulations, practices and procedures of the Fire Department organization. Performs other duties as assigned by the Captain or Assistant Fire Chief. Thoroughly understand policies, rules, regulations, practices and procedures of the Fire Department organization.

Qualifications

+ MINIMUM QUALIFICATIONS:

+ High school graduate or equivalent and two (2) years of full-time experience as a paid Firefighter. Associate Degree or higher in Fire Science preferred.

+ Must meet training and certification requirements outlined in DoD Manual 6055.06.

+ Must possess the following certifications from the International Fire Service Accreditation Congress (IFSAC), or from the National Board on Fire Service Professional Qualifications (Pro-Board), or Department of Defense (DoD):

+ Fire Officer I

+ Fire Instructor I

+ Fire Inspector I

+ D/O Pumper

+ D/O ARFF

+ D/O MWS

+ D/O Aerial

+ Hazardous Material Incident Commander (Preferred)

+ HazMat Technician (Preferred)

+ Aircraft Rescue Firefighter (ARFF)

+ Emergency Medical Responder or equivalent with current CPR card (EMT Preferred).

+ Proof of COVID-19 Vaccination:

+ To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered. This definition may change in accordance with CDC guidelines. Compliance with this government requirement is an essential function of the position and is a condition of employment.

+ SKILLS:

+ Possess the ability to demonstrate firefighter knowledge and skills in a professional manner.

+ Ability to work effectively with fellow employees and management personnel at all levels to include multinational staff, and military officials.

+ Strong ability to exercise professional discretion and good judgment and to understand the effect of decisions made.

+ Exhibit strong interpersonal skills and ability to communicate in English both verbally and writing and must have good computer skills in MS-Word, MS-Excel, and MS-Outlook.

+ SUPERVISORY/BUDGET RESPONSIBILITIES:

+ Manages large department with multiple fire stations geographically dispersed and a large number of personnel. Assist in training fire fighters and manages fire apparatus, as well as, facility improvement planning.

+ MATERIAL & EQUIPMENT DIRECTLY USED:

+ Motorized firefighting apparatus, tools, ladders, equipment, and systems as well as personal computer, printer, calculator, copy machine and other general office equipment.

+ WORKING ENVIRONMENT:

+ Work is in a general operational and office environment in Kuwait.

+ May be required to work an uncommon tour of duty and extended hours including nights, weekends and holidays.

+ Duty location is subject to extreme hot and dusty weather conditions.

+ Applicant must be able to meet physical fitness requirements to be deemed fit for duty and will be required to wear Personal Protective Equipment.

+ PHYSICAL ACTIVITIES:

+ Applicant must be able to meet physical fitness requirements to be deemed fit for duty and will be required to wear Personal Protective Equipment (PPE-ex: helmet, body armor, fire-retardant clothing, hard hats, etc.).

+ Must be in good physical condition; possess agility and strength to hoist, lift and carry 100 pounds or more.
