Job Description

  • Should have a Bachelor's Degree or Master's Degree or Doctorate in Statistics, Economics, or Social Science.
  • For UAE nationals, preferably with 6 to 9 years of work experience.
  • For Non-UAE nationals, preferably 8 to 11 years of work experience.
  • At least two years in a management or expert role.
  • Experience in Abu Dhabi Government entity or leading private sector firm as a statistician.
  • Experience of working with international statistics bodies.
  • Provide expertise to the Department and advice at Sector level across the statistics cycle, with reference to the design, development and production of statistics, proposing recommendations for improvements; lead directors, managers and specialists in statistical processing, analysis and finalisation to ensure that statistical products serve the company's mandate and role in Abu Dhabi's statistical ecosystem, meet the needs of users and comply with applicable legal and other requirements; support the development of ADGE statistical maturity levels and capabilities.
  • Provide technical expertise in the implementation of Statistics strategy in Emerging and Sectoral Statistics Management; assist Director and managers.
  • Achieve personal KPIs aligned to strategic KPIs.
  • Provide domain-related leadership for projects and routine operations.
  • Provide coaching and mentoring for Department employees in statistics.
  • Lead cross-functional project teams where applicable, including those involving contractors, consultants and ADGEs or other Government entities.
  • Provide expertise on the preparation of Department policies and procedures, from a technical perspective, aligned with Sector domain-related requirements.
  • Advise on the preparation of SLAs with internal and external stakeholders, from a technical perspective.
  • Review Department plans with reference to their impact on the integrity of statistical processes and products; identify relevant risks and advise on their assessment and treatment.
  • Build and maintain expertise in statistical disciplines and the statistical ecosystem.
  • Monitor new developments in statistical disciplines regularly, identifying potential impacts on Department, Sector and ADGE products and processes.
  • Serve as domain expert in statistical disciplines, challenging assumptions and proposing improvements to the company's statistics portfolio, methodologies and quality standards.
  • Use and advise team members on the use of systems and technologies for statistical production.
  • Identify potential improvements to systems and technologies in use for enhancing process efficiency and product quality.
  • Act as a focal point for stakeholder communication and engagement, from a technical perspective.
  • Provide advice to ADGEs in developing their statistical capabilities and support their statistical functions.
  • Review use cases, proposals and requests or recommendations for new themes and sub-themes; provide domain-based expertise to support Department, Sector and strategic (Statistical Portfolio Planning) decision making in how best to incorporate new themes and sub-themes into company's statistical portfolio.
  • Advise on how ADGEs should be involved in the design, development and production of new themes and sub-themes.
  • Work with Data Sector as a domain expert in making decisions regarding data requirements related to new themes and sub-themes.
  • Provide expertise to product design teams, with reference to emerging statistics.
  • Work with Data Sector with reference to data manipulation and analysis for new and emerging statistics products.
  • Work with Stakeholder Management and Statistical Portfolio Planning to advise them on Emerging and Sectoral Statistics components of the portfolio and calendar; identify potential risks to the quality and integrity of Department products.
  • Advise Director, managers and specialists in the following processes: Integration Classification and coding Review and validation Editing and imputation Variable and unit derivation Weight and aggregate calculations.
  • Help to check and validate data files before transformation.
  • Help to validate outputs; provide subject matter expertise to team members and to other Departments, where required.
  • Advise on the application of analysis (e.g., time series, consistency and comparability, revision analysis, asymmetries).
  • Recommend interpretations of output statistics, applying domain expertise.
  • Challenge proposed interpretations and resolve issues arising from interpretation, where necessary.
  • Review the application of UAE and / or international regulations on disclosure and confidentiality.
  • Advise on the application of models for disclosure risk, actual protection and residual disclosure risk.
  • Provide expertise on the following processes:
  • Complete consistency checks.
  • Determine level of release and apply caveats.
  • Collate supporting information, interpretation commentary, technical notes, briefings, measures of uncertainty and metadata.
  • Produce supporting internal documents.
  • Conduct pre-release discussion with subject matter experts.
  • Translate statistical ouptuts, if necessary.
  • Work with Statistical Output Quality during quality checks and advise Directors, and specialists how to correct non-conformances.
  • Provide expertise in the following areas:
  • Register of ADGEs and maintaining the register.
  • Preparation of MOUs and SLAs for ADGE accounts, working with Stakeholder Management.
  • Support for MOU and SLA implementation.
  • Communicating the statistical calendar and portfolio KPIs ADGEs.
  • Working with ADGEs, Data Sector and other Statistics functions to ensure that data and information from ADGEs is received in the formats in which it is required, to the required frequency and in compliance with relevant standards.
  • Applying information security and legal and regulatory requirements to stakeholder communication and information transfer.
  • Advising ADGEs when the company publishes new requirements or standards and ensuring that ADGEs understand and implement the requirements or standards.
  • Ensure that ADGEs are advised of their roles and responsibilities.
  • Engaging new ADGEs in the statistical ecosystem.
  • Coordinating support for ADGEs.
  • Serve on project teams as a domain expert.
  • Contribute to the project knowledge base.
  • Assist in the preparation of scopes of work and specifications for suppliers.
  • Review supplier technical proposals.
  • Comply with company policies and procedures, Example but not limited to HSE policy & procedures.
