Job Description

Key Responsibilities:

Lead and manage the full tendering lifecycle for civil and MEP infrastructure projects. Review tender documents (drawings, BOQ, specs, contract conditions) and extract scope and cost-impact items. Prepare accurate cost estimates based on take-offs, unit rates, and resource inputs. Coordinate with design, procurement, and operations teams to gather inputs for bid submissions. Identify and evaluate subcontractors/suppliers; analyze and benchmark quotations for technical and commercial compliance. Perform risk analysis, value engineering, and propose cost-effective alternatives where applicable. Prepare bid clarifications, technical queries, and pre/post bid correspondences. Ensure tender submissions are complete, compliant, and submitted on time. Maintain historical cost data, market trends, and price benchmarks. Support contract negotiations by providing technical and cost data as required. Prepare bid handover documents for awarded projects to the execution team. Mentor junior estimators and ensure adherence to best practices.

Requirements:

Bachelor's degree in Civil / Electrical / Mechanical Engineering. 12+ years of relevant UAE experience in estimation and tendering for infrastructure works (utilities, drainage, substations, street lighting, etc.). Proficient in CCS Candy, Excel, AutoCAD, and Primavera/MS Project. Strong understanding of local authority requirements (DEWA, ADM, DM, etc.). Excellent analytical, commercial, and leadership skills.
