Job Description
: Based on the West (Red Sea) coast of Saudi Arabia, one of the 'jewels in the Parsons SAPL crown' is the JCPDI Program at Jazan. In conjunction with the Saudi Royal Commission our work in the creation of new economic cities form a major part of the overall success of Parsons in the Kingdom as well as the Middle East overall. Our tenure on such schemes has already existed for many years and will continue to do so for a number of years to come. The creation of this new economic power house has become a key part of the overall Saudi Vision as well as integral in the future sustainability and growth of KSA. Parsons commitment to this Program, the local region and its people has never wavered and we are looking to continue this commitment with the creation of 2no roles with the Environmental Protection & Control Department 100% dedicated to young and enthusiastic Saudi Nationals to take their early Environmental Career to the next stage with our world class team. As an Environmental Specialist your key activities will include:
- Review industry environmental compliance with RC requirements and determine if any extent of deviation from the RC regulations and standards
- Provides all necessary advice and guidance to air quality, marine, water, hazardous waste sections to meet the RC goals and objects.
- Review and evaluate the environmental permit application packages and technical reports submitted by existing and new industries
- Provides support to determine fines and penalty values on the basis of industry violations and non-adherence
- Performs periodic inspections on the facilities and areas to ensure environmental compliance
- Evaluates the self-monitoring reports and other technical reports submitted by industries and coordinates with other sections regarding violations.
- Review and evaluates the environmental impact assessment studies submitted by existing and new industries.
- Participates in periodic revision of RC Environmental regulations and standards and implement the same in line with Kingdom’s laws, international regulations and standards and best practices.
- Evaluates the impact of pollution on air, water, soil and marine and terrestrial ecology and other environmental sensitive areas.
- Sets and monitors the Royal Commission’s (RC) environmental regulations and standards in line with the government’s environmental standards and best practices.
- Monitors and takes measurements for corrective action when appropriate for the following issues:
- Meteorological and air quality measurements.
- Production and disposal operations of industrial waste in the city.
- The transportation of materials to and from the industrial port.
- Sampling and analysis of irrigation and drinking water.
- Wild and marine life preservation.
- Administers environmental control laboratories and undertakes studies to determine the impact of industrial operations on the environment.
- Educates the workers in the business unit on how to react in the case of disaster recovery, by conducting regular simulations for environmental hazards.
- A bachelor’s degree in a relevant field (Industrial Engineering, Chemical Engineering, Environmental Related Science).
- Master’s degree in a relevant field (Pollution Control, Environmental Risk Management), will be a plus.
- No less than 3 years of relevant experience in the field of environmental safety and control.
- Knowledge of Quality, Health, Safety and Environment (QHSE) regulations and procedures.
- Knowledge of safety and environment regulations followed in the Kingdom of Saudi Arabia.
- Conversant with pollution measurement and control equipment.
- Knowledge of pollution recovery procedures for different environmental hazards.
- Knowledge of waste disposal and prevention methods.
- Experience in setting disaster recovery plans in cases of emergency and the execution of those plans
- Familiar with health, safety, and environment (HSE).
- Key technical skills in the following:
- Time management, communication, and interpersonal skills.
- Relevant computer proficiency, experience in using Microsoft Office tools and / or any relevant software.
- Highly Qualified & Professional Saudis OR OCN are preferable.
