Description

Minimum Clearance Required to Start: Not Applicable/None : HSE Engineer (Marine) Abu Dhabi, UAE Position Overview: Under the general direction of the Safety Manager (or Senior Safety Specialist on larger job sites), ensures that the safety plan is in compliance with corporate policy and prevailing safety requirements and Abu Dhabi Government HSE Regulations and OSHAD System Framework. On projects where there is no Senior Safety Specialist, may assist senior construction site representative in the establishment and implementation of a job safety program. Responsibilities: Monitor and ensure site activities are carried out safely in adherence to the OSHAD, Govt regulations and OSHAD.Provide HSE support and guidance to construction and project team.Support and promote Zero Accidents philosophy throughout the ETS divisionEnsure that all construction activities are carried out in a safe manner and in adherence to the company safety policy, statutory regulations and guidelines onsite.Adhere to section/department KPIs as set by ETS Projects HSE scorecard and Corporate HSE.Review Contractors HSE Plan, procedures and any HSE related documents and within agreed timeframe.Liaise with ETS construction, engineers, and Contractors HSE representatives on a daily basis for all matters relating to HSE.Attend weekly progress/HSE meetings/attended contractors toolbox talksTake part in all accident/incident/near miss investigations relating to any construction related incident and ensure timely reporting of incidents in SENYARMonitors work practices utilized by Contractors to ascertain compliance with the ADP orts HSE plan and applicable to OSHAD.Daily safety walk-down at site and coordinate with HSE team on the particular matters or issues for rectification.Implementation of any safety related procedures or safety awareness campaigns.Ensure that Job Hazard Analysis (JHA), in conjunction with the Supervisor/Foreman, is implemented prior to start on complex or high risk work.Verify that approved MSRA is in compliance with the actual works done at project siteMonitor PTW adherence and close out.Be an onsite problem solver though helpful recommendations and practical suggestionsParticipate in the development and implementation of operational risk assessments to help in identifying & mitigating hazards for critical activities.Perform site inspections focusing on housekeeping, hygiene, fire prevention, welfare facilities, first aid provisions and/or safe working practices. These inspections can be done with or without checklists or preplanning;Ensure that all construction safety systems and equipment are in place, operational and correctly serviced.Participate in HSE awareness campaignsDaily Inspection relating to Health, Safety and Environment aspects and coordinate with the Contractor to remedy issues or non-compliance found.Conduct the Health and Safety induction training to all personnel and visitors.Check the availability and implementation of site- and ship specific drill schedules. Assist and monitor drills. Ensure that drills are evaluated and that the outcome and recommendations are reported and followed-up.Maintaining a safe working condition to on-site workers.Monitor and assess any hazardous and unsafe situations and report to HSE Manager.Report and investigate incidents, injuries and hazards and administer agreed control measures.Ensure that method statement and risk assessment are being adhered to AD Ports HSE systemCompiles and calculates statistical data and prepares reports regarding accidents and their cause.Carry out in-house safety related training and conduct TBT.To stop any sub-standard activity that creates a direct threat for people, assets or the environment. Consequently he she shall advice the contractor of those activities with regard to the correct safe working procedures or conditions or informs the HSE Management that works has been stopped.Speak to people whenever extraordinary HSE performance is observed or when previous observed problems are solved adequate and compliment them. Education/Experience: Must be 7 years and above working as HSE representative for marine construction projects within UAE or any GCC countries / Worked as advisor for any consultant firm managing marine projectsKnowledge in Dredging , reclamation , quay wall , bridge , piling , diving and marine related operationsMinimum Bachelor Degree/Higher Diploma in Civil EngineeringDocumented training in Construction HSE, minimum NEBOSH IGC.Accreditations from IOSH, ISO (management systems)Holder of appropriate licenses / certificates to act as the Construction HSE lead within the Abu Dhabi HSE sectorBOSIET / Sea survival techniques ( any Offshore certifications )Requires a working knowledge of OSHAD System Framework and Abu Dhabi health and safety regulations and reporting procedures,Good English communication and interpersonal skills.
