Job Description

3. JOB PURPOSE: To supervise and co-ordinate the provision of various support services on assigned marine rig covering loading/offloading and movement of cargo on the rig, jacking controls, ballast, safety environment and fire fighting equipment and teams, cleaning and painting together with all marine equipment on board. To act as the focal point on the rig for accountability of maintenance by means of applying the Preventive Maintenance Schedule (PMS). To take charge of the rig during rig moves by manning jacking controls and ensuring that all equipment is secured and ballasting is correct. To monitor, co-ordinate and maintain associated records of all preventive maintenance activity on an assigned rig.

4. KEY ACCOUNTABILITIES: Job Specific Accountabilities Supervises the activities of assigned personnel on assigned offshore drilling rig. Performs supervisory functions at the level established by management for the position. Achieves correct rig loading to ensure that daily working variables are within design limits for safe operation of the barge by calculating load distribution and arranging re-distribution of all variable loads to achieve even loading. Calculates leg reaction and leg motor torque necessary to hold correct position and establishes centre of gravity to required safe parameters. Ensures adequate supplies of fuel and water and incorporates weight of the same into calculations. Ensures that leg reaction is less than pre-load reaction and monitors rig levels on a daily basis. Ensures that the hull and structure parts are maintained, preserved and protected by using adequate and suitable paint as per the maintenance procedures for tanks and void spaces. Liaises with Manager (Rig), Mechanic and Electrician to ensure incorporation of maintenance/repair work carried out under their direction in the classification log showing major/minor work undertaken together with date, type and description of work undertaken. Prepares for classification survey to prove the sea-worthiness of the rig. (This record also indicates recurring faults and due maintenance/replacement date of parts and machinery). Coordinates and monitors all preventive maintenance activity on an assigned rig and ensures the timely execution of such maintenance on barge machinery, electrical and drilling equipment. Maintains accurate records of preventive Maintenance tasks performed. Maintains associated files and equipment history in order that full and accurate historical information on specific equipment can be quickly located and accessed. Supervises and participates in various inspection activities in accordance with Company and statutory requirements. Includes hoisting/lifting appliances, loading testing, vessel inspection, relief valves inspection, classification related inspections, i.e. annual hull surveys, annual load line inspection and dry docking surveys. Maintains proper records for all classes of certification including drilling, maintenance and pressure related equipment. Directs fire-fighting activities on the rig in the event of a fire until directed otherwise. Supervises and arranges for the preparation of rig moves. Includes preparing stability sheet for jacking, floating and pre-load calculation ensuring compliance with rig move checklist preparation, revises documents received from HO for any comments, issues and follows up all activities related to the move check list, i.e. skid substructure to centre line and skid cantilever to forward. Checks elevating motors as required, brake air gap, cranes and loose items on deck are located in accordance with good seamanship practices, close hatches, towing bridle, anchor winches and pre-load valves are in order; ensuring that sounding of all tanks is carried out regularly while afloat. Tours rig regularly at all times, identifying any necessary work to be undertaken. Plans, supervises and directs the loading/unloading and movement of all cargo on assigned rig. Includes supervising and participating in crane operations to ensure safe handling of materials, equipment, pipes and other bulky items aboard, personally operating crane to move/load/unload critical items, as required to ensure security of such lifts. Coordinates crane support for the drill floor. Ensures that all cranes are in good working order and operated as per manufacturers' stated limits and conditions, carries out the load plan for complex lifts. Performs periodic inspection and certification of barge equipment and facilities covering windows, hoists, loose tackle, ship, safety and fire detection and control equipment. Ensures jacking and skidding systems are in good working conditions and plans their maintenance as needed. Inspects mooring ropes and requests replacement as required. Checks repairs, maintenance and replacement of such equipment and rejects sub-standard work/replacements. Carries out regular scheduled checks on various safety items such as lifeboats, davits, engine and failsafe devices, firefighting equipment and lifesaving equipment. Carries out emergency drills in accordance with the ADNOC Drilling procedures and to IMO, and acts in accordance with the NDC emergency procedures Plans in advance for the upcoming major maintenance or upgrade project with the rig key staff, to ensure that all requirements are analysed and agreed on. Acts as the focal point of the Rig for marine rules, codes and standards. Enforces all safety procedures on assigned rig and ensures compliance of rig personnel in accordance with ADNOC Drilling safety and operating procedures. Includes, attending safety meeting (acting as chairman when requested), reporting violations to safety rules and regulations, recommending amendments to established procedures, directing the maintenance of good housekeeping on deck and accommodation quarters. Carries out other similar or related duties such as attending cement jobs, handling bulk materials and bunker, ensuring that subordinates and other rig personnel comply with environmental requirements, advising Manager (Rig) of back loading required, giving safety demonstrations and directing fire drills, evacuation drills and practical life boat instruction at sea as required, including sea trails. Supervises & directs all welding activities on board with the support of Rig Manager. Ensures that all items of safety equipment and facilities are kept in best working condition by initiating preventive maintenance programs and associated procedures, setting up efficient records keeping systems for all equipment under his responsibility and recommending to Rig Manager the replacement of faulty equipment. Requests parts & equipment under his custody and co-ordinates receiving & returning of equipment/parts with Materials Supervisor. Monitors the weather conditions and plan in advance accordingly, inform the rig manger in case of any weather warning, and ensure that the rig complies with the design criteria and all related equipments Acts as the focal point for Management of Change. Assists in the training of the new green hands, green hats, and also in the training of assistant barge engineers. Participates in the preparation of the rig annual Budget. Comply with all UAE, ADNOC, ADNOC Drilling and client Asset Integrity Management codes of practice.

Generic Accountabilities Supervision Plan, supervise and coordinate all activities in the assigned area to meet functional objectives. Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives. Budgets Provide input for preparation of the Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives. Investigate and highlight any significant variances to support effective performance and cost control. Policies, Systems, Processes & Procedures Implement approved Section policies, processes, systems, standards and procedures in order to support execution of the Section's work programs in line with Company and International standards. Comply with all applicable legislation and legal regulations. Performance Management Contribute to the achievement of the approved Performance Objectives for the Section in line with the Company Performance framework. Innovation and Continuous Improvement Design and implement new tools and techniques to improve the quality and efficiency of operational processes. Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function. Health, Safety, Environment (HSE) and Sustainability Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines across the Division in line with international standards, best practices and Corporate Code of Practices and to ensure integrity and safety of assets. Reports Provide inputs to prepare Section MIS and progress reports for Company Management.

5. COMMUNICATIONS & WORKING RELATIONSHIPS: Internal Has frequent contact with immediate associates at all levels to exchange information, give instructions and ensure co-operation to ensure barge and personnel safety. External Has regular contact with service contractors' on site, supply boat officers involved in transportation of materials and supplies and to direct mooring, loading and unloading activities.

6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification B.Sc. in Marine Engineering or equivalent. Minimum Experience & Knowledge & Skills 6 years' related experience preferably on rigs similar to those used by ADNOC Drilling. Good knowledge of spoken and written English. Must be computer literate.
