Key Objectives

The E&I Construction Work Pack Engineer is responsible for developing, coordinating, and managing Electrical & Instrumentation construction workpacks to ensure safe, compliant, and efficient execution of all E&I construction activities. This role serves as the link between engineering, construction, QA/QC, HSE, vendors, and commissioning teams to ensure all work is fully defined, planned, and executed to meet project specifications.

Key Responsibilities

1. Workpack Development

Prepare detailed E&I construction workpacks covering work scope, job steps, drawings, loop folders, cable schedules, termination details, installation standards, tools/equipment, manpower requirements, and QA/QC checklists. Incorporate latest IFC drawings (single-line diagrams, schematics, installation layouts, instrument datasheets, hook-up drawings, cable routing, tray layouts). Define installation methodology for electrical equipment, instruments, junction boxes, cables, earthing, lighting systems, control systems, etc. Capture all testing & commissioning prerequisites such as continuity tests, insulation resistance, loop checks, instrument calibration, and pre-energization checks

.

2. Construction Readiness & Planning

Conduct field visits to confirm constructability and identify site constraints. Coordinate with planning to sequence E&I activities and enter them into the Level 4 construction schedule. Verify availability of materials (instruments, panels, JB, cabling, lighting, supports, glands, terminals) before job execution. Ensure workpacks include required scaffolding, temporary power, lifting arrangements, hazardous area compliance, and special tools/meters.

3. Interface & Coordination

Act as the coordination point between engineering, procurement, QA/QC, completions, construction supervisors, and subcontractors. Collaborate with civil, mechanical, and piping teams to resolve clashes and ensure multidiscipline alignment of workpacks. Support pre-job briefings, toolbox talks, and daily coordination meetings. Ensure seamless transition between construction, pre?commissioning, and commissioning activities.

4. HSE Requirements

Embed HSE requirements into each workpack, including hazard identification, JHA/JSA, lockout-tagout (LOTO), and SIMOPS considerations. Ensure compliance with electrical safety standards, safe isolation, HV/LV switching rules, and hazardous area classifications (ATEX/IECEx). Support field safety teams with risk assessments and ensuring safe execution of energized and non-energized works.

5. Quality Assurance & Technical Compliance

Define inspection points and test requirements: cable testing, continuity, IR testing, torque checks, loop checks, functional tests. Ensure compliance with project specifications, industry standards (IEC, NEC, IEEE, ISA), and client requirements. Work with QA/QC to ensure proper documentation: redlines/as?builts, test records, calibration sheets, FAT/SAT documentation.

6. Field Support & Execution Monitoring

Provide technical clarification during installation of electrical systems, control panels, marshalling cabinets, instruments, transmitters, analyzers, junction boxes, and field wiring. Resolve technical queries (TQs), deviations, site queries, and installation conflicts. Track progress and provide updates on construction status, constraints, and punch list closures.

7. Completions & Handover

Support system/subsystem walkdowns for Mechanical Completion (MC). Ensure all documentation--test packs, loop folders, redlines, cable test results, instrument calibration reports--is complete and submitted. Coordinate with commissioning teams for energization readiness and handover packages.
