North South Consultants Exchange (NSCE) is recruiting a National Change Management Advisor expert for the GIZ-“Technical Support for the Comprehensive Technical Education Initiative”. The initiative contributes to the implementation of the Technical Education reform (TE 2.0) of the Egyptian Ministry of Education and Technical Education (MoETE) by developing two Centers of Competence (CoCs) in the Agribusiness sector and the Tourism/Hospitality sector. Work packages:
WP 1: CoC governance structures
WP 2: TVETA master trainers and CoC personnel are capacitated
WP 3: Preparing the CoC for training implementation
WP 4: Development and implementation of a concept for CoC network
Tasks:
Support the Team Leader in the overall management of advisory packages, including the coordination of short-term experts
Promote a change management mindset throughout all work packages
Moderate/facilitate between ministerial and private sectors needs
Work Package: governance structure of the CoCs
Support other team members in developing outcome-oriented designs for processes and meetings (e.g. steering committee members,…) within the work package that focuses on the governance structure of the CoCs.
Support CoC steering committee members in fulfilling their role
Support the CoC management in successfully completing the change process of transforming their school into a CoC
Work Package: Development and Implementation of a concept for CoC network schools
Develop the CoC school network blueprint together with National TVET Advisor Expert
Support Sector Leads of Agribusiness and Tourism/Hospitality Experts in adapting the CoC school network blueprint for their respective sector and facilitating its implementation
Key qualifications:
Education/training: University master’s degree in change management or organisational development
Languages: Knowledge of written modern standard Arabic C1 in the Common European Framework of Reference for Languages and spoken Egyptian and English C1.
General professional experience: 8 years of professional experience in managing change processes in public organisations
Specific professional experience: 5 years of professional experience in managing public-private or multistakeholder partnerships
Leadership/management experience: 3 years of management/leadership experience as project team leader or manager in a company
Other: professional certificate as a facilitator/moderator or coach
