KEY ACCOUNTABILITIES & ACTIVITIES
Strategy Development, Planning and/ or Contribution
Manage the development and implementation of the divisional strategy ensuring alignment to Client's vision, mission, and corporate objectives
Proactively monitor and measure the implementation of the divisional strategy and related strategic plan ensuring that variances are addressed in a timely manner
Ensure the provision of subject matter expertise for the assigned domain and provide counsel to Client's leadership on all related areas to facilitate the achievement of the divisional strategic plan and Client's strategy
People Management
Manage the achievement of divisional objectives through effective leadership and by managing the setting of individual objectives, monitoring and measuring performance, and developing and motivating the team to maximize performance
Lead the talent development initiatives, collaborating with departmental experts and thereby ensuring the availability of talent to fit the business requirements
Budgeting and Financial Performance
Manage the consolidation and recommend the divisional budget and monitor financial performance versus the budget to identify any variances or performance improvement areas
Change Management
Lead the management of change through continuous improvement of divisional systems, processes and practices considering leading standards and changes in the business environment
Reporting
Ensure that all divisional reports are prepared timely and accurately and meet Client's requirements, policies, procedures, and quality standards
Policies, Systems, Processes & Procedures
Develop and lead the implementation of divisional policies, systems, processes, procedures, and controls so that all relevant procedural/ legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner
Monitor and measure adherence to divisional policies, systems, processes, and controls ensuring that variances are mitigated in a timely manner
Investment Strategy and Requirements
Develop and lead a consolidated corporate and project funding strategy and translate it into annual investments plans for projects that need to be carried out each year and ensure coordination and alliance with relevant business functions.
Lead the creation of investment requirements to support new investments and other strategic business decisions (e.g. partnerships, PPPs, and investments).
Project Financial Feasibility & Business Case Process
Oversee the development of a high-level and thorough project business case and feasibility study process in coordination with the Development & Asset Management department
Oversee effective communication with the Development & Asset Management, Design & Delivery, and Commercial departments to gather information (e.g., costing and scheduling from the Delivery department, project financing from the Project Financial Structuring division) and align on the project financial feasibility study approach, assessment, and outcome
Oversee the creation of modeling tools, templates, and functions, as well as the model's flexibility and other requirements for real estate research
Lead the examination of Client's project financial structures and identify funding structures, choices, and sources of capital that are relevant to ongoing plans and projects in collaboration with CLIENT Corporate Finance
Oversee the development of project funding strategies in coordination with other Finance divisions such as Treasury & Corporate Finance and related divisions such as Development
Partnerships and Investment
Oversee the cooperation with the various Asset Management divisions in order to stay current on the identification of real estate partnership options for Client with the private sector
Assist the various Asset Management divisions in analyzing partnership agreement possibilities and terms between commercial partners to ensure a win-win deal for all parties
Ensure continuous improvement, and oversee investment suggestions based on rigorous research and analysis
Oversee the regular investment reports and reviews, including quantitative and qualitative portfolio studies to align with Client objectives
Oversee the partnership execution process including drafting and negotiating partnership agreements in coordination with relevant departments (e.g., Legal Affairs)
Assist the Asset Management divisions in formalizing and implementing the contract with 3rd party specialized operators
Fund Financing
Oversee the financing process, including identifying the sourcing and the deployment of funds needed to implement investments in close coordination with relevant functional areas
Assess the availability and effectiveness of financial incentives to attract investors and prospective business partners
Oversee the analysis on investor financing opportunities to assist in decision-making
Oversee the sharing of reports with stakeholders to inform them about corporate and project financing to support them with their decisions
Continuous Improvement
Oversee project delivery and operations for potential update of projects' business plans and financial feasibilities and highlight any variations materially impacting project financial performance
Oversee the post-completion evaluation of partnership efficacy and develop suggestions for the future, including any chances to improve, extend, or terminate collaborations
Stakeholders Management
Engage with the Development & Asset Management department as well as the Finance team to understand the purpose of the investments, which determines the investment direction and can be used as criterions in selection of the investment
Maintain constructive business relationships with relevant banks, financers, and funds in order to facilitate identifying, sourcing and negotiating appropriate financing options
Advise and consult with senior leaders to share details of the investment decisions, its implications, risks and opportunities that can be leveraged

Ability to work with key stakeholders, senior executives, management team and external partners/ advisors through collaboration & teamwork in a non-hierarchical relationship framework
15+ years of relevant experience in Project Feasibility with at least 3 years in positions of progressively increasing managerial responsibilities
Experience in KSA and/ or GCC preferred
Qualifications
Bachelor's degree in Finance and Accounting, Business Administration, or any other related field
