The position The Programme Director is accountable for all aspects of programme management across the Rural Development, Agriculture and Food Security, Nutrition, Work & Enterprise, Education, Health and Civil Society sectors, providing strategic oversight for the Department, promoting awareness and sharing best practices internally and externally. S/he will ensure coherence and synergy between the strategies and programmes in the different regions of intervention of Madagascar.

Programmes Operations and Planning Lead operational planning and management to ensure timely and proper programmes implementation as per donor's requirements and expected outcomes. Liaise with the CEO and Finance Manager to develop an annual department budget that accounts for all programme spending Ensure the effectiveness of systems to track progress of all department activities, to inform decision-making and recommendations to the CEO, regular communications and reporting for donors... Provide regular feedback to the CEO on quarterly progress against AKF Madagascar annual plans to highlight key programme related issue In close collaboration with AKF Geneva and AKF Field Units, support a learning agenda that promotes more systematic documentation of field workProgrammes Strategy and Development Contribute to the CEO's broader strategic planning for AKF's work in Madagascar, together with the AKF Global Program Team. Actively participate to the design and submission of new programme proposals to build and solidify AKF Madagascar's projects portfolio and pipeline. Represent AKF in key development forums and external meetings with CEO and Partnerships Manager Oversee the development of a national AKF climate change policy and ensure environmental stewardship, the reduction of greenhouse gas emissions is integrated into programme and organisational planning, budgeting, implementation, monitoring and evaluation.Grants Management In collaboration with the Finance Department, ensure full compliance with donor regulations and rules In collaboration with HR, Operations and Finance Managers, oversee capacity building activities of all staff to standardise compliance and grant management proceduresStakeholder Engagement (External and Internal) Support the CEO and the Partnerships Manager in building and managing relationships with key stakeholders to ensure resource mobilisation and execution of the programmes Collaborate with Partnerships Manager and AKF Donor units to develop the pipeline of grants, and investments in and for AKF projects Solicitate, support, cultivate, and maintain relationships with funders and partners (internal & external)Research and Learning Support the M&E Manager in the development and implementation of monitoring and evaluation plans, processes and tools for grant management Work closely with M&E and Partnership Managers to ensure that the evaluation and project reports disseminated externally are communicated in a controlled, efficient and effective manner to stakeholders fostering a positive public image of Madagascar Work closely with the CEO and Senior Management Team to ensure the implementation of recommendations from evaluations to improve delivery of programmes Ensure that activities and accomplishments of interventions are documented and disseminated internally and externally Working with the M&E Manager, identify lessons learned from evaluations to be integrated into broader AKF knowledge management; evaluate what works or not and why. Leadership and Management of People Contribute to Senior Management Team's efforts to promote a culture of continuous learning, collaboration, open communication, adaptation, alignment, and celebration of successes Lead on building team cohesion and capacity Supervise, coach and mentor the Programmes staff and build a highly skilled and motivated team

The requirements Qualifications A Bachelor's degree or higher (preferably Master's) in rural development, education, health, business administration, finance, international development/relations, economics or related field from a recognised and reputable university Applicants must be willing to undertake requisite travel for programme support and monitoring Additional relevant professional qualifications and training French-Speaking mandatoryExperience A minimum of 15 years' relevant experience, preferably combining private sector experience with a large international development organisation, donor or philanthropic organisation, with at least five years in a senior manager role Strong relationship management experience with the ability to effectively engage with a diverse range of stakeholders at the highest level Experience of creating written financial analyses and summaries of proposed project plans with an ability to clearly articulate recommendations to management Hands-on experience in developing and implementing strategic plans with multiple stakeholders including assessing and analysing the political, social, economic, and environmental climates and projections in order to assist in formulating initiatives Strong experience of administering, managing and implementing donor-funded programmes Experience of working in multi-cultural environments
