Overview

**This position will be physically located in Kuwait in support of LOGCAP**

Provide Program Management Office (PMO) oversight of multiple Dining Facilities (DFACs) supporting the LOGCAP V (LCV) Program operating within multiple Geographic Combatant Commands (GCCs), including providing subject matter expertise on food service logistics, daily operations, Client Service and Satisfaction, equipment operations and maintenance (O&M), DFAC staff training, and administrative support functions. Interact closely with Clients and supporting Vendors to ensure food service quality standards and associated cost control. Advise DFACs on maintaining appropriate staffing levels and requisitioning additional staff, as needed. Mentor, Coach and Train DFAC Managers/Supervisors and monitor facilities to ensure compliance with Government requirements and Company policies and procedures; review and update training in response to changing requirements. Ensure compliance with the LCV Performance Work Statement (PWS), TB MED 530, Tri-Service Food Code, and other compliance requirements, such as Combatting Trafficking in Persons (CTIPs), Kuwait Specific Contract Requirements (KSCR), etc., as required based upon DFAC operational location.

Responsibilities

+ Work with Company Business Partners to include Finance, Contracts, and Supply Chain Management to ensure DFAC contract compliance and operational success.

+ Interface with senior USG staff on contract issues related to planning, resourcing, executing, and assessing contract requirements, modifications, and performance.

+ Manage operational and administrative activities for Contractor personnel, providing direction and guidance to DFAC Managers/Supervisors and Employees.

+ Ensure contract personnel, to include supporting Subcontractors, are trained, qualified, certified, and licensed as may be needed to perform LCV contract Food Service support requirements in an efficient, safe, and cost-effective manner under the requirements specified in individual sections of the LCV PWS.

+ Identify processes and procedures required to execute the Food Service Program in compliance with specifications, standards, safety, and security requirements.

+ Ensure complete compliance with LCV PWS Food Service requirements.

+ Plan and implement policies and activities related to the timely, cost-effective operations of the full gamut of LCV Food Service operations. Oversee and provide strategic input as required regarding LCV Food Service planning and operations.

+ Provide strong, visible, and effective input for optimizing all LCV Food Service functions.

+ Initiate, implement, and manage LCV Food Service functions based on best industry practices and technical requirements, with an emphasis on planning, scheduling, and cost.

+ Benchmark service standards for each LCV Food Service function against those of peer institutions with a view toward improving effectiveness, Client Satisfaction, and cost.

+ Ensure LCV Food Service operations and policies are fully compliant with Host Nation Laws and Client-unique requirements.

+ Coordinate the development of LCV Food Service-related subcontracts, as well as Vendor selection and subsequent evaluations.

+ Monitor the effectiveness of LCV Food Service operations and direct corrective action(s) in cases where satisfactory results are not attained or maintained.

+ Prepare reports, analyze data, and make recommendations for improving operations and solving LCV Food Service-related problems.

+ Perform additional duties as required.

Qualifications

+ Minimum Qualifications:

+ Education/Certifications:

+ Required: Bachelor's Degree in Business Administration, Computer Science, or closely related field; Master's in Business Administration preferred OR Minimum 7 years Military Food Service experience in lieu of the Bachelor's Degree requirement.

+ Clearance/Certifications:

+ ISO 9001 familiarity.

+ Six Sigma Black Belt Certification strongly desired.

+ Must have or be able to pass ServSafe Manager Test within 90 days.

+ Must have ability to acquire and maintain a Government Common Access Card (CAC).

+ Must have valid US Passport.

+ Must have a valid US Driver's License and able to obtain Kuwait Driver's License.

+ Experience:

+ 14+ years Senior Management experience required.

+ Skills:

+ Candidate must be able to work under pressure, manage multiple assignments simultaneously, and possess excellent work ethics.

+ Strong planning and organizational skills. Requisite interpersonal skills required to work with various Client audits or inspections, to participate in various meetings, and to present data/metrics to Company leadership and technicians, as required.

+ Proven skills in analytical/problem solving techniques.

+ Computer proficiency in Microsoft (MS) Office Suite Professional programs.

+ Ability to work within a very diverse workforce environment.

+ Excellent communicator, both in writing and verbally.

+ Expertise in authoring or reviewing Statements of Work (SOWs), SOPS, Plans, Work Instructions, Processes, and other operational or support documentation.

+ Supervisory/Budget Responsibilities:

+ Provides leadership, mentoring, and training for LCV Food Service personnel.

+ Material & Equipment Directly Used:

+ Computers (workstations, laptops), Microsoft (MS) Office Suite Professional programs, including MS Access, Excel, Power Point, and Word; also knowledgeable in MS SharePoint functions.

+ Working Environment:

+ The working environment will be 70% indoor, 30% outdoor.

+ Work duties will potential exposure to extreme climatic conditions, i.e., temperatures over 140 degrees for extended periods.

+ Physical Activities:

+ Work will require lifting to 25 lbs., stooping, climbing, prolonged standing, and prolonged sitting.

+ Employee use of Personal Protective Equipment (PPE) is required in certain areas.

+ Such PPE includes, but is not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices.

+ Must comply with OSHA, EPA, Fire, and Safety Regulations and published Company work rules.
