Construction Manager (PPP Projects)

About the Role
We are seeking a highly experienced and dynamic Construction Manager to oversee the delivery of critical, large-scale infrastructure projects developed under Public-Private Partnership (PPP) models. This senior leadership role is pivotal in ensuring projects are constructed safely, on time, within budget, and to the highest standards of quality, in strict alignment with contractual and stakeholder expectations.
The successful candidate will be the primary leader on-site, responsible for directing all construction activities, managing multidisciplinary teams, and serving as the key interface between the concessionaire, contractors, consultants, and public authorities.
Key Responsibilities

• Project Leadership & Delivery: Provide overall strategic direction and hands-on management for all on-site construction operations for major PPP infrastructure projects.
• Team Management: Lead, motivate, and supervise a large, multidisciplinary site team, including subcontractors, ensuring clear communication and adherence to project goals.
• PPP Framework Adherence: Navigate the unique complexities of PPP contracts, ensuring compliance with the output specifications, performance standards, and handover requirements mandated by the contracting authority.
• Planning & Sequencing: Develop and monitor detailed construction programs, ensuring efficient sequencing of works, optimal resource allocation, and proactive mitigation of delays.
• Safety, Quality & Compliance: Champion a "Zero Harm" safety culture. Enforce the highest standards of health, safety, and environmental (HSE) compliance. Implement rigorous quality control and assurance procedures throughout the project lifecycle.
• Stakeholder Coordination: Act as the primary construction interface for all stakeholders, including the Project Company (SPV), lenders' technical advisors, government entities, consultants, and the public. Prepare and present regular progress reports.
• Budget & Cost Control: Work closely with the Commercial team to monitor construction costs against budget, review variations, and control expenditures.

Qualifications & Experience

• Education: Bachelor's degree in Civil Engineering, Construction Management, or a related field. A Master's degree or professional certification (e.g., PMP, CIOB) is highly advantageous.
• Experience: A minimum of 15 years of progressive experience in construction management, with at least 10 years in a senior leadership role on large-scale infrastructure projects (e.g., highways, bridges, railways, ports, or major utilities).
• PPP Expertise: Must have demonstrable experience as the Construction Manager, Project Manager, or Construction Lead on at least two (2) completed or near-completion PPP/PFI projects. A deep understanding of the commercial and operational dynamics of PPP models is essential.
• Technical Skills: Expert knowledge of construction methodologies, sequencing, contract management (FIDIC knowledge preferred), and modern construction technologies.
• Leadership Skills: Proven ability to lead large, diverse teams in a high-pressure environment, drive performance, and resolve complex technical and interpersonal challenges.
• Communication: Exceptional communication, negotiation, and reporting skills, with fluency in English. Arabic language skills are a plus.
