General Overview:
Our Client, a Leading Multinational Healthcare establishment are looking to hire a Clinical Director for their Team in the UAE.

The successful candidate will be responsible for developing, implementing, and managing clinical products and services for the company, including performing data analytics, assessing drug utilization, managing clinical programs, and collaborating with various departments to optimize performance and improve outcomes for clients.
Responsibilities:

  • Develop and further extend the company\xe2\x80\x99s clinical products and services provided to clients by establishing the value proposition and supporting program.
  • Perform data analytics and assess the drug utilization through the reports provided.
  • Perform studies and analytics based on the client\xe2\x80\x99s feedback to assess the potential and actual value of clinical products and services.
  • Blend clinical drug therapy management skills, clinical program management skills, information technology skills, and analytical skills to develop, implement, manage, and monitor the performance of clinical products and services.
  • Perform analysis to assess clinical and financial value of programs and products to clients and to identify changes and enhancements to improve program effectiveness.
  • Assist with the development of clinical materials, query logic, and application of query results for clinical programs. Also, could include testing and quality control checks of existing products or new clinical programs
  • Participate in the department\xe2\x80\x99s efforts to enhance, on an ongoing basis, tools and processes that allows assessment of a client\xe2\x80\x99s drug utilization and identify opportunities to trim spend and trend to manage to a more optimal outcome
  • Focuses on using a variety of drug information databases, analytical tools and other clinical resources to identify opportunities which simultaneously improve our health plans\' quality improvement, financial performance, and supports and promotes the company\xe2\x80\x99s clinical products and services.
  • Help develop and update the classifications of drugs (Brands/Generics, Therapeutic classification assignment, etc) following the company\xe2\x80\x99s specific criteria.
  • Manage the clinical added value initiative deployment Projects to Pharmacy Benefit Management system such as Indication edit deployment, Generic messaging, Quantity control, Drug formulary, FWA etc.
  • Maintain the clinical edits implemented through the engine such as Indication, contraindication, Age edits, Quantity limits and others for all regions.
  • Present relevant findings derived from analytical review to different internal and external parties such as Sales departments, Clinical product development team, account management team and all Payers.
  • Assist in managing business process and requirements for new platform and clinical adjudication system for new regions.
  • Implement new enhancements to improve the delivery of the reports and outcome of analytics.
  • Continuously review the internal process of regular drug updates within UAE and implement enhancements to improve the UAE drug update process to reduce errors and maximize consistency.
  • Looking over the drug informatics, clinical edits and drug mapping for UAE and other regions. Setting up the day-to-day operation process to optimize the outcome in a less time-consuming manner.
  • Lead the team that runs the Drug coding and mapping and apply any update to drug information released by regulator on pricing or other drug details.
  • Study new ways to optimize the savings for payers (Insurance companies) without compromising the patient\xe2\x80\x99s safety through deploying/ amending the drug adjudication rules, adding additional check levels etc.
  • Work closely with the system development team to improve the workflow and minimize the operational burden for payers / providers / call centers or any other system user
  • Manage the creation/ development/ preparation of the regular clients reports and management monthly reports that provide a high-level summary of the performance such as the overall rejection rates / utilization / overrides and savings.
  • Data analysis to provide insights and propose new methods of improvement. In addition to providing studies and forecasting negative and /or positive impact of new implemented programs based on previous historical data.
  • Estimate potential savings if certain programs were to be implemented (eg. Generic substitution, restricted formulary, open tiered formulary etc)
  • Attend regular meetings with clients and maintain positive client relationship.
  • Assist development and sales team in preparing proposals for expansion beyond UAE.
  • Support in meetings with prospects to highlight the clinical value of the offering and attend to any queries related to clinical logics and edits.
  • Create standards to ensure consistencies when calculating savings, rejections, overrides, duplicated rejections, resubmissions etc.
  • Review monthly comprehensive reports and study the trend to identify any outliers or sudden changes in some areas and report the same to concerned departments or to clients.
  • Manage the full process of drug mapping, introduction of clinical edits, customization per region, testing and quality assurance when implementing the PBM solution in a new region.
  • Set standards for customizing the clinical edits based on different markets.
  • Manage the process of the POC and work closely with all departments and with prospect to provide the proper outcome and explaining any unexpected results.
  • Setting reasonable SLA\xe2\x80\x99s related to the clinical updates, drug updates, customized report requests etc and ensuring the adherence to the same.


Requirements

  • A pharmacist or medical doctor with 10 years of relevant work experience in the health Insurance industry.
  • Fluency in English is a must. Arabic, French, Southeast Asian language would be beneficial.
  • Strong analytical skills, medical/pharmaceutical knowledge, reporting and presentation capabilities.
  • Highly customer focused.
  • Familiar with Tableau software or similar business intelligence tools.
  • Skilled in Excel \xe2\x80\x93 pivot tables, lookup.
  • Experience in negotiating Rebates with pharmaceutical companies.
