Job Description

GGGI UAE is currently in the planning stages for the next biannual workplan for 2024 and 2025. A co-creation workshop to develop specific project ideas is planned to be held in November 2023, where GGGI and the government of the UAE, led by the Ministry of Climate Change and Environment (MOCCAE). While the specific project interventions are yet to be finalized, the GGGI UAE country office recognizes the potential increase in the number and scope of projects as well as project partners. For this reason, it is the intention of the country office to recruit a climate action officer to support the implementation of projects starting in 2024. Early planning for the recruitment of this position will enable the GGGI country office to utilize the momentum built by the COP28 to support the government of UAE to implement the agreed upon actions.

The Climate Action Officer is expected to support the direct supervisor with the development of substantive inputs and analyses toward the development, delivery, and assessment of work programs and activities at country level. The Senior Program Officer will organize program activities across climate action (MRV, carbon pricing, and NDC implementation) green growth planning, capacity building and country specific knowledge development and sharing for effective result deliveries under biannual/annual program plans. He/she will maintain effective program reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols

PURPOSE

The Climate Action Officer shall perform the following tasks:
  • Provide substantial input into the ongoing development of MRV systems, at emirate level and national level. This includes support to Environment Agency Abu Dhabi (EAD), MOCCAE and any other new partners that will be identified during the planning workshop.
  • Contribute to the design of new interventions and project proposals based on the UAE net zero strategic initiative as well as the updated NDCs.
  • Advance the development of a GHG MRV system and an NDC (climate action) tracking MRV system for Abu Dhabi to meet EAD and national level climate objectives.
  • Identify and propose capacity building needs for reporting entities in the emirate of Abu Dhabi, brainstorm and propose MRV capacity building activities for the northern emirates (Sharjah, Ajman, Fujairah and Um al Quwain).
  • Support and contribute to the delivery of additional aspects of the NDC tracking in the national MRV system, including mapping mitigation and adaptation actions and finance flows.
  • Contribute to the national inventory improvement plan (NIIP) and development of NIIP guidelines, for the MRV tool.
  • Provide greenhouse gas, air quality and climate action inventory related inputs to the national and emirate level development planning process as necessary.
  • Contribute to the formulation/revision of a multi-year work plan for the GGGI pin consultation with EAD, MOCCAE and other relevant stakeholders.
  • Draft the terms of reference for consultants, as required; oversee the delivery of climate action-related outputs by consultants to ensure quality and timely delivery.
  • Contribute to the provision of technical advisory support to partners around issues on MRV, Abu Dhabi Cap & Trade ETS scheme in line with international best practices.
  • Design and organize capacity building and knowledge sharing activities on climate action; mobilize appropriate resource persons and serve as trainer/resource person as necessary.
  • Support relevant analytical and knowledge sharing workstreams in the program on climate action.
  • Contribute to the development of GGGI\xe2\x80\x99s work program and budget, monitoring and evaluation, learning and development, and strategy.
  • Perform other duties as assigned.
ENGAGEMENT
  • In coordination with the staff of GGGI UAE Office, the role will entail working with consultants and staff to deliver high-quality outputs.
  • Will serve as a focal point for enquiries GGGI work in the emirate of Abu Dhabi and stepping in at the national level as and when required.
  • Will work closely with relevant government counterparts and private sector partners in developing climate action related work, recognizing the importance of government buy-in and ownership in the implementation of all activities through collaboration and program integration.
  • Proactively engage with relevant stakeholders in the country and internationally to enable data collection and facilitate effective stakeholder consultation process for all MRV related work.
DELIVERY
  • Identify project delivery issues and ensure effective coordination of project activities and resources to ensure attainment of objectives against established timeframes.
  • Organize program activities including policy consultation and validation meetings and workshops, capacity building programs based on yearly/ biannual work programs and budget plans.
  • Develop project execution modality and documents across the project management cycle.
  • Perform country specific data collection and analyses where needed.
  • Develop results reporting of program activities and facilitate internal and external communications and knowledge sharing.
  • Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.
  • Analyze country contexts and evolving green growth needs and priorities and integrate them into the design and implementation of country program plans and activities.
  • Work closely, proactively and productively with GGGI\xe2\x80\x99s global MRV teams.
  • Proactively identify and propose appropriate means to mitigate risks identified during implementation.
REQUIREMENTS

QUALIFICATIONS
  • Bachelor\xe2\x80\x99s degree in a relevant quantitative discipline such as environmental science, engineering, resource/development economics, etc.
  • Minimum 5 years of experience with a demonstrated track record in handling greenhouse gas and/or air pollution inventory data and analysis, MRV development, carbon pricing and emission trading schemes.
  • Minimum of 2 years of international experience. Working and living outside of home country.
  • Technical grasp of key emitting sectors relevant to UAE in general, Abu Dhabi in particular and the northern emirates in addition, such as energy and industrial processes, and product use (IPPU) as well as the cross-sectoral interactions are required.
  • Experience-based grasp of IPCC technical guideline and GHG and Air Quality Pollutant inventory software, and Paris Agreement Enhanced Transparency Framework is required.
  • Experience in technical capacity building on greenhouse gas inventory a plus.
  • Experience of developing guidelines for MRV implementation at country or entity level a plus.
  • Experience working with international organizations and/or research/academic institutions is highly desirable.
  • Experience in project monitoring, evaluation, and reporting.
  • An excellent command of spoken and written English.
  • Ability and willingness to work in a flexible and agile manner and deliver according to the demand of the program.

WORKING CONDITIONS

The Climate Action Officer is an X8 international grade level in GGGI\xe2\x80\x99s international salary scale. Determination of base salary is subject to candidate\'s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. GGGI provides expatriate benefits such as expatriate allowance - equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
