Our client is seeking a Chief Specialist Operations to provide operational expertise to provide guidance, recommendations, and support to the Operations Manager in the day-to-day delivery of Rail Operations services. In addition, the position will provide advice and guidance on all matters relating to the strategic development and improvements of Station operations to ensure the safe, reliable, and efficient delivery of a world class rail services.

Key Accountabilities:

• Assist Operations Manager in Rail Operations and make improvement recommendations on operational matters in the system.
• Monitor, review and make improvement recommendations on O&M contractor management of personnel and resources in Rail operations.
• Review and make recommendations on rules, operating procedures, and work instructions to O&M contractor with the consent of the client\'s Operations.
• Review and make recommendations on hazards occurrences/major delay and disruptions in the Metro/Tram operations.
• Manage Rail Operation Projects.
• Provide new suggestions and improvement regarding services to passengers at stations.
• Undertake Inspections and Audits as required ensuring follow up of recommendations
• Monitor, review and make recommendations to the Operations Manager on all safety matters pertaining to the Rail Operations, and in line with the O & M operators working procedures and the concession agreement.
• Review and monitor of operation contractors\' deliverables and ensure compliance to agreed contract/concession agreement.
• Conduct review on new projects involving the change of station layout, facilities services, operations plan.
• Assess and make recommendations on operation contractors on handling of passenger issues during events and incidents.
• Perform other related duties and responsibilities associated with the position.

Job Requirements

• Bachelors degree from recognized University
• Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
• Computer-literate performer with extensive software proficiency covering wide variety of applications.
• Flexible team player who thrives in environments requiring ability to prioritize and juggle multiple concurrent projects.
• Proven ability to develop quality standards, testing procedures, inspection reporting formats, and ability to conceptualize tasks and accomplish them.
• Good knowledge of statistical methods and their applications.
• Innovative problem-solver who can generate workable solutions and resolve complaints.
