(Roles and Responsibilities)
The British Embassy Bahrain has a vacancy for Economic, Climate and Prosperity Policy Officer, job grade Executive Officer (EO). The jobholder will support in the Embassy\xe2\x80\x99s delivery of the Foreign, Commonwealth and Development Office\xe2\x80\x99s (FCDO) Prosperity priorities for Bahrain, centred primarily around the thematic issues of economics and climate change. Developing and safeguarding the UK\xe2\x80\x99s prosperity is a significant part of our Foreign Policy work and a Foreign Secretary priority. Climate Change and Economic Policy form two highly political and high profile areas of interest to UK Ministers and represents the main emphasis of this exciting role. This is a particularly interesting time in this policy space as the UK continues its leading role on the international climate agenda coupled with increasing Middle East leadership through the UN Conference of the Parties (COP) framework. Bahrain\xe2\x80\x99s economy is recovering well following COVID-19; and with countless Government Framework backed reform projects in the works, there are opportunities to both shape economic development legislation and to look to support UK-Bahrain trade and commercial opportunities, including through the forthcoming UK-GCC Free Trade Agreement. The jobholder will support and champion British business interests and support sustainable global growth. In conjunction with the Head of Political External Team, the Economic, Climate and Prosperity Policy Officer will lead our Embassy\xe2\x80\x99s Prosperity agenda. You will work in a medium-sized mixed team of UK Diplomats and Country Based Staff (CBS) to deliver high quality timely analysis and reporting; build and maintain a network of stakeholders; and deliver lobbying on UK foreign policy positions. You will need to develop and use a broad range of contacts from different sectors to facilitate the exchange of information and ideas between UK and Bahrain. You will also lead on work in emerging sectors, Innovation, Science, Technology, Education, and Health. The jobholder will need to have a close understanding of the economic, political, and social environment in Bahrain, and quickly develop an understanding of UK interests and priorities in order to identify areas of opportunity. You will work closely with colleagues from a number of Government Departments in Bahrain and the UK. You will be required to produce reports and present persuasive cases, sometimes quickly and against tight deadlines, as well as needing to be proactive, resilient, flexible, and work well under pressure.
Duties and responsibilities:
  • Support the Head of Political External and Economics Team in conducting analysis/ reporting on developments in economic policy and other areas of potential commercial interest by independently researching and analysing information, and identifying areas of relevance to the UK. Support the UK-GCC FTA negotiations with timely advice and country detail. Horizon scan for emerging areas of opportunity in the Bahrain economy that match UK expertise.
  • Lead the Embassy\xe2\x80\x99s Climate Change agenda, with the UK as a leading actor following our 2022 COP presidency. Supporting Bahrain on their climate commitments and look for areas of mutual climate interest including in climate tech/ sustainable energy.
  • Seek out new bilateral collaborations between UK-Bahrain and partnerships in academia, private sector, and governmental institutions, whilst supporting the Embassy\xe2\x80\x99s Trade and Investment team to achieve commercial outputs and to identify market barriers for British companies.
  • Produce high quality analysis and reporting of current events and developments in Bahrain and the region, under their policy portfolio, adapting style and content to suit different audiences.
The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required, including supporting the wider Political team during busy periods and leave, as well as participating in Embassy corporate/ social activity and emergency planning.

Essential qualifications, skills and experience
  • Knowledge of and relevant work experience in economics in Bahrain and/or the UK, with experience in economic reporting and analysis.
  • Knowledge of and relevant work experience in emerging climate change policies in Bahrain and/or the UK.
  • Holds at least a bachelor\xe2\x80\x99s degree in Economics, Science, Politics, International Relations, or similar discipline OR proven multiple year work experience in one of these fields.
  • Collaborative approach to colleagues and stakeholder partnerships. Ability to build and strong relationships with partner organisations.
  • Ability to synthesise complex information, identify key issues and propose next steps and solutions to problems.
  • Proven ability to build and maintain contact networks to deliver up to date information. Proven ability to engage at all levels internally and with external stakeholders.
  • Ability to work independently and to take the initiative as well as being able to work well as part of a larger team to deliver results.
  • Flexible, resilient under pressure, and decisive, with a proven track record of delivering results regularly within tight deadlines.
  • Fluent in English, both written and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.
  • Strong IT/ computer skills and in using MS Office applications (Outlook, Word, Excel, PowerPoint, Teams).
Desirable qualifications, skills and experience
  • Experience of working within Bahrain\xe2\x80\x99s political and policy landscape.
  • Experience working in an embassy/ foreign diplomatic mission, international organisation, or large company in a similar capacity.
  • Arabic language skills.
  • Previous experience working with the FCDO or other UK government departments, or understanding of UK government structures and processes.

Other benefits and conditions of employment
The Embassy aims to offer an attractive working environment and remuneration package for this role. The salary for this role is at BHD 1,141.30 per month based on 35 hours per week. No accommodation nor relocation expenses are payable in connection with this position. The package includes private medical insurance and learning and development (L&D) opportunities. Specific training and mentoring for the role will be provided, and your Line Manager will help you develop a personalised L&D plan and will share opportunities, resources and guidance to ensure you continue your learning. This role is for a full-time employment on a permanent contract. The successful candidate will be subject to a three-month probationary period. The appointment is subject to satisfactory local and UK security clearances. Normal working hours at the Embassy are from 07:30-14:30 from Sunday to Thursday, with core working hours from 09:00-13:00. The Embassy operates a flexible working policy, which entitles staff to work more flexibly as long as the core hours are worked. This will be considered based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. The jobholder should be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours (evening and weekend).
