Role: The Bid Manager has the responsibility of managing all phases of the company’s proposal process and oversees all proposal activities to develop compliant, complete, responsive, competitive, high-quality proposals and presentations. Atkins seeks an energetic and highly motivated self-starter to join our Middle East Win-Work Team as a Bid Manager. This role reports to the Marketing and Proposals Director. Key Responsibilities:
  • Ensures the effective use of the Win-Work proposal development process and tools, for all bids, to maximize the opportunity of winning by producing repeatable, reliable results.
  • Full ownership and leadership of the proposal planning, kick-off, development and delivery process.
  • Provides a clear, structured, logical, proposal plan and schedule to confidently arrive at a winning proposal result.
  • Development of bid budget and schedule baseline, and management of bid team performance according to the agreed baselines.
  • Drives compliance with corporate governance and approval processes, without exception.
  • Be a high-powered conduit that coordinates the transmission of information among the bid development team to permit quick decision-making and alignment in execution philosophies.
  • May lead capture planning / win-strategy planning sessions.
  • Facilitates risk workshops, together with the risk management team.
  • Gathers top-down estimates and uses benchmarking tools to support project estimating.
  • Authors high-impact, compelling writing for proposal sections where requisite knowledge and expertise are expected, customized to the value proposition and client pursuit objectives.
  • Uses mastery of English language to edit and polish near-final drafts to Atkins’ corporate communications quality standard.
  • Develop graphical content (organization charts, info graphics, photographs) with project team and graphics specialists, according to the company’s approved style guidelines and ensures a consistent look and feel for all outgoing bids.
  • Anticipates and mitigates potential risks to proposal submission, ultimately ensuring 100% on-time delivery of the proposal approvals.
  • Coordinates the integration of supplementary proposal solution information from partners and/or subconsultants.
  • Owns the production, packaging and delivery logistics of the proposal to ensure timely submission per client’s requirements.
  • Leads the quick turnaround, coordination and development of post tender clarifications.
  • Leads the post tender bid presentation development and preparation to guide the team to a winning outcome.
  • Participates in lessons learned debriefs.
  • Ensures the proposal closeout process is performed accurately and completely to support business financials and sales forecasting reporting.
  • Ensures that all assigned pursuit opportunities are fully and accurately recorded on enterprise management systems such as CRM, and other proprietary tools.
  • Participates in the development and maintenance of proposal content libraries.
Requirements: The ideal candidate will possess:
  • BSc. degree level or equivalent professional qualification. An engineering discipline or project management is preferred.
  • Master’s Degree in Business Administration (MBA) is preferred.
  • Strong project management skills; PMP certification will be an asset.
  • Experience with industry recognized sales methodologies such as Shipley or Miller Heiman. APMP qualification will be a preferred asset.
  • A minimum of 5 years working experience in a proposals or business development or project engineering role, ideally in a professional engineering consultancy services work environment
  • Professional working experience in the Middle East would be an asset.
  • Capability and comfort working with a cross-functional team of business development, technical experts, commercial/risk, legal, marketing/proposals, human resources, and others.
  • A high degree of professional networking skills to quickly assimilate a strong bid team, and identify and motivate appropriate authors, section and volume leaders, subject matter experts (SMEs) and other support personnel to successfully develop a proposal.
  • Assertive, enthusiastic, highly organized, methodical, and flexible working traits.
  • Strong people leadership skills, with the ability to influence without power.
  • A high-level understanding of commercial and management accounting concepts.
  • An acute attention to detail and be recognized as a quality standard bearer.
  • A recognized reputation as an initiative leader with regards to continuous improvement.
  • The ability to work well under pressure to manage and deliver multiple simultaneous priorities.
  • Excellent written and spoken English, with the ability to correct grammar, spelling, punctuation, and narrative flow.
  • Advanced skills in Microsoft software suite (Word, Excel, Visio, Outlook, PowerPoint, Dynamics CRM) and Adobe Acrobat InDesign.
